The federal cabinet is to approve appointments of Chief Executives Officers (CEOs) of three Generation Companies (Gencos) on Tuesday (today). The names of the three candidates are expected to be Tanveer A Jaffery, Hammad Amer Hashmi and Sebeeh-uz-Zaman Farooqi. Gencos Holding Company Limited (GHCL) is a GoP-owned company established with the aim of improving the performance and management of ex-Wapda thermal Generation Companies(Gecnos) i.e. Jamshoro Power Company Limited (Genco-I), Central Power Generation Company Limited (Genco-II) and Northern Power Generation Company Limited (Genco-III) generating electricity under the umbrella of Genco Holding Company Limited.
Ministry of Energy (Power Division) has directed the Board of Directors (BoD) of GHCL to start process of recruitment of CEOs for the three Gencos through head hunting. M/s e-square service (Pvt.) limited Karachi, a head hunting company, was engaged after competitive bidding. The firm published the advertisement for the position of CEOs of the three companies in the national press on February 4, 2018.
The Board of Director of GHCL conducted interviews of 17 candidates for the post of CEOs Genco-I, II and III. Evaluation sheet indicating the total score, ranking and options for the companies was sent to the Power Division by Chairman BoD on April 5, 2018. Ministry of Energy (Power Division) in its letter of October 24, 2018 requested Chairman BoD GHCL to send the final short-listed three candidates for each Gencos. Final shortlisting of candidates for the position of CEO of JPCL (Genco-I), CPGCL(Genco-II) and NPGCL (Genco-III) based on ranking cum-preference of top nine candidates was sent to Power Division on January 09, 2019 by Chairman BoD GHCL.
The top three candidates for the three Gencos are as follows: (i) JPCL( Genco-I), Ayub Ansari, Syed Tanveer A Jaffery and Hammad Amer Hashmi;(ii) GPGCL Genco-II), Sohail Ahmad Khan, Nauman Hussain Tirmizi , Rukhsar Ahmad Qureshi and ; NPGCL ( Genco-III), Khalid Alvi, Khurram Khaliq Khan and Sebeeh-uz-Zaman Farooqi..
In terms of entry 6(3) schedule-I of SECP guidelines 2015 for selection of CEOS to ascertain the suitability of recommended candidates, a 2nd round of interview of shortlisted candidates was held in the Power Division on February 22, 2019.
After thorough discussion following candidates for appointment of CEOs of Genco-I, II and III were recommended for submission to the cabinet in order of preference. JPCL (Genco-I), Tanveer A Jaffery, Ayub Ansari, Rukhsar Ahmad Quresh, GPGCL Genco-II Hammad Amer Hashmi; Nauman Hussain Tirmizi and Sohail Ahmad Khan and NPGCL (Genco-III) Sebeeh-uz-Zaman Farooqi Qureshi, Khurram Khaliq Khan and Khalid Alvi.
The sources said, at the time of submission of applications, all candidates submitted their preferences and the board has evaluated on the basis of same. However, in the case of Hammad Amer Hashmi he was recommended for Genco-I panel but in 2nd round he was found more suitable for Genco-II.
The federal cabinet is likely to approve signing of memorandum of understanding (MoU) between Financial Intelligence Department (FID) of the UAE (UAE-FIU) and Financial Monitoring Unit (FMU) of Pakistan (Pakistan FIU).
The cabinet meeting is scheduled for Tuesday (today) to be presided over by Prime Minister Imran Khan at Prime Minister's House, instead of Prime Minister's office, after a fire incident on Monday at Prime Minister Secretariat. The federal cabinet will consider a 22-point agenda including "approval of signing of memorandum of understanding (MoU) between Financial Intelligence Department (FID) of the UAE (UAE-FIU) and Financial Monitoring Unit (FMU) of Pakistan (Pakistan FIU)," moved by the Finance Division.
The cabinet will also consider appointment of Member National Electric Power Regulatory Authority (NEPRA) from the Khyber Pakhtunkhwa. The body is also likely to accord approval to signing of credit facility agreement with French Development Agency (AFD) worth €94.010 million for extension of water resources for Faisalabad city.
Other agenda items include: (i) ratification of the decisions taken by the Cabinet Committee on Energy (CCOE) in its meeting held on 27-03-2019; (ii) approval of the cabinet for renewal of the charter licences class-II (Domestic and International) of M/S Air Eagle (Pvt) Ltd for a further period of one year; (iii) grant of additional charge of the post of director general Civil Aviation Authority; (iv) posting/appointment of secretary Board of Investment (BoI); (vi) incorporation of Naya Pakistan Housing Company Limited and approval of its Board of Directors; (vii) extradition of accused Abid Hussain from Pakistan to UAE; (viii) extradition of Afroze Alam Lari from Pakistan to Saudi Arabia and; (ix) appointment of chief executive officers for GENCOs.
