Bajauri appointed CEO of PPP Authority

The federal government has appointed Dilawar K Bajauri as Chief Executive Officer (CEO) of Public Private Partnership (PPP) Authority, official sources told Business Recorder.

Giving the background, the sources said, the federal government has established Public Private Partnership (PPP) Authority under Section 3(1) of the PPP Authority Act, 2017. Section 7 of the Act provides that the Chief Executive Officer (CEO) of the Authority shall be appointed by the federal government to serve as a member of the Board and shall be responsible for the affairs of the Authority.

Due to the ban imposed on appointments by the Election Commission of Pakistan and limited powers of the then caretaker Federal Government, it was decided in July 2018 to grant look after charge of the post of CEO of the Authority to Tanvir Butt, a Senior Joint Secretary, Investment Wing, Finance Division as an interim arrangement.

Finance Division initiated the process of appointment of CEO, PPP Authority on regular basis by publication of advertisement in the national newspapers on September 30, 2018. A five member selection committee, headed by the then Minister for Finance, Revenue and Economic Affairs, in its meeting held on December 5, 2018 conducted interviews and concluded that none of the candidates was found fit for appointment of CEO, PPP Authority. The committee recommended that the post may be re-advertised by the Finance Division.

Consequently, position of the CEO, PPP Authority was re-advertised in the national newspapers on March 10, 2019. In response, 542 applications were received by the closing date. After assessment of the CVs, credentials of candidates, on the basis of required educational qualification, diversity and relevant experience, six candidates were shortlisted for the interview. A selection committee under the chairmanship of the Advisor to Prime Minister on Finance and Revenue interviewed the six candidates and assessed their professional knowledge and expertise, leadership qualities and communication skills. The committee recommended the following candidates in order of merit for appointment as CEO, PPP Authority; Dilawar K Bajauri (principal); (ii); Malik Ahmad Khan (alternate-1); and (iii) Ms Lubna Pathan (alternate-2). The Finance Division, in its summary proposed that Dilawar Bajauri may be appointed as the CEO, PPP Authority for a term of three years on maxim of SPPS-1 amounting to Rs 2 million all inclusive. In case of inability of the principal candidate to join the duty within a period of 30 day from the date of issuance of appointment notification, the alternate candidate, ie, Malik Ahmad Khan may be appointed as the CEO, PPP Authority. In case of his inability to join, the offer may be made to the third candidate on merit, ie, Lubna Pathan.
