The committee met with MNA Najib-ud-Din Awaisi in the chair here on Friday, where the proceedings on 10 important bills were deferred due to the absence of Federal Minister for Education Shafqat Mehmood and parliamentary secretary.
During the meeting, the representative of the Federal Education and Professional Training informed the committee that the minister for federal education & professional and the parliamentary secretary are out of the country. So the ministry requested to defer the consideration of bills till next meeting of the committee.
The committee observed that there are ten pending bills, related to different aspects of education, before the standing committee. So the pending business of the standing committee needs to be disposed of without further delay. The committee directed the secretary of Federal Ministry of Education & Professional Training to furnish written views of the ministry, on all pending bills, before next meeting of the committee.
The committee members stated that irregularities in higher educational institutions cannot be tolerated. The committee was informed that the syndicate of the Quaid-e-Azam University directed the university authorities to initiate an inquiry against the registrar of the university.
The inquiry was completed and the charges were proved but the university authorities have not been taking any action against the accused since long. The committee directed that a report may be submitted to it regarding the reasons for not taking any action as recommended by the inquiry committee.
The committee observed that reports are prepared but not implemented. There are mafias operating in the university, hostels and administration.
Member committee Ali Nawaz Awan said, "Where the VC is? Quaid-e-Azam University always has problems. Reports are ready but these are not implemented. University administration can't end illegal occupation as it is helpless."
There is no action on administrative anomalies within the university, the members observed. The members noted that Quaid-e-Azam University is in the federal capital where the President and the Prime Minister are present and if such situation is here, what about other areas. The committee directed VC Quaid-e-Azam University to appear in person in the next meeting.
The committee also discussed students' clash at International Islamic University Islamabad (IIUI), saying one student was killed but reasons were not disclosed. The acting president IIUI said that two drivers are sitting in the driving seat of the university and that is why problems are there.
Under the law, the president is responsible for the administration of the university, said acting president, adding that tussle between president and rector of the International Islamic University Islamabad continues and the university is bearing the brunt. According to rules, the president of the university is responsible for the administrative affairs, but here rector interferes in the administrative affairs.
