The Federal Board of Revenue (FBR) and the World Bank (WB) have started working on designing of strategic plan for Inland Revenue (IR) service. According to official sources, the board is making efforts to improve revenue generation, taxpayers' services and organizational efficiency in IR and new initiatives are regularly introduced at all levels.
However, at the organisational level, there is a need to have comprehensive medium and long term strategies to achieve its objectives. For the purpose, IR and WB have started working on designing of strategic plan for IR service, they said and added that this plan was intended to be an all encompassing documents that would set down the strategic objectives and initiatives in all the key areas, including taxpayers facilitation, strengthening core functions such as human resources development, and modernization of infrastructure.
The plan will be a comprehensive document that will try to encompass all the initiatives important for the future of IR with a broad scope.
The strategic plan will identify initiatives that can be taken under Pakistan Raises Revenue Programme (PRRP) with WB and ReMIT programme with DFID. However, its scope is broader and some of its components may get implemented through resources over a period of time. The plan will be developed with broad consultation at all levels of headquarters and field offices so that the document is enriched by the breadth of knowledge and expertise that exists in the organization and the strategic plan has collective ownership. In this connection, the FBR has started convening sessions with its field formation in order to get input and identifying issues and challenges faced by the organization in various key areas and to come-up with the suggestions that can be developed into strategic objectives and projects.
