Reshuffle of Customs officials: FBR reverses major policy

In this regard, the FBR has issued instructions to the field formations, here on Friday. In July 2019, during second phase of major reshuffle in tax machinery, the FBR had transferred and posted 503 officers of the Customs Group including principal appraisers, appraising/valuation officers, superintendents, deputy superintendents and inspectors/intelligence officers of the Customs Department with immediate effect.

Out of these officials, 478 were principal appraisers, appraising/valuation officers, superintendents, deputy superintendents and inspectors/intelligence officers of Customs Department.

The transfers and postings were done at Model Customs Collectorate (MCC) Multan, MCC Preventive Lahore, MCC Appraisement Lahore, Dte of I&I-Customs Multan, MCC Faisalabad, MCC (Preventive) Lahore, MCC Islamabad, MCC Gwadar, MCC Hyderabad, Directorate of I&I-Customs Hyderabad, and MCC Sialkot.

Under another notification, 25 principal appraisers and appraising/valuation officers of the Customs Department were also transferred.

According to sources, this major reshuffling during July 2019 within tax machinery failed to achieve the desired results and now customs officers can apply for their transfer back in genuine/hardship cases.

According to the FBR's instructions to the field formations, a large number of BS-16 officials who were posted at same collectorates/directorates prior to December 31, 2016, were transferred during the year 2019.

Since then, a number of applications/representations are received in the board for transfer back, due to various reasons.

In order to consider the genuine grievances of officials, it has been decided that in the first instance, the cases of inspectors/intelligence officers (BS-16) and other BS-1 to 15 officials may be examined/considered after consultation with the concerned chief collector of Customs/director generals.

It is, therefore, requested to examine the cases of all such inspector/intelligence officers and other officials (BS-15 and below) who were transferred to out-station (out of city) during the year 2019 and submit recommendations/proposal to the board for consideration of the competent authority.

While forwarding the proposals, the following aspects may be kept in view: only those cases may be examined where transfers were made out stations and their transfer back are necessary for genuine reason.

The cases of officials whose transfer back are extremely necessary in the public interest due to official requirement. The FBR said that the request for transfer on medical grounds or due to wedlock policy (in case of female employee).

The justification (with documentary evidence, if any) may be given against each individual.

The names of their substitute/replacement may also be proposed.

The said information may be furnished to the board within a fortnight, the FBR added.
