Television broadcasts showing prime minister handing over a water buffalo to a poor woman clearly explains government approach to the challenge of poverty in the country. The livestock assets in particular will help the needy people earn respectable livelihood for themselves. The great Chinese leader Chairman Mao Tse Tung had presented a profound formula in this regard: 'Do not give me fish, teach me how to fish'. In other words, if you give a man a fish, he'll eat someday, if you teach him how to fish, he'll always eat.
