The District Council, Hyderabad, passed its annual budget for the year 2003-2004 amounting to Rs 3,734,850,400 in its session held at district council hall on Wednesday.
The budget of the council was passed in August 2003, but the same was not accorded sanction by the Sindh government and returned back to district council as it was a deficit budget.
The budget was again presented in the house with amendments and after removing objections raised by the Sindh government.
The notice of presenting the budget was given by member Rana Mahmood Ali Khan on Monday. However, on Wednesday the budget was prepared again by the office of the Executive District Officer (Finance) was presented in the house by Convener Nawabzada Rashid Ali Khan, which was passed unanimously.
The budget contains opening balance (saving from last year's non-salary component) of Rs 183,520,000; One Line Budget of Rs 3,028,465,000; revenue receipts of defunct district council Rs 15,503,200; Octroi Zila Tax share of Rs 73,362,200 and ADP 2003-04 of district government Hyderabad of Rs 430,000,000.
The budget shows non-development expenditure of Rs 3,028,465,000; expenditure against Octroi Zila Tax share 25,000,000; Zila Nazim Secretariat Rs 25,383,672, and Zila Naib Nazim office Rs 13,381,171.
Earlier, the members took to floor against the worst sanitary situation in Hyderabad and against lethargy of taluka municipal administrations of Hyderabad, Latifabad and Qasimabad and their failure to remove encroachments.
Dr Ayaz Arain and Rauf Jafri presented resolutions in this regard in which it was said the sanitation system of Hyderabad had collapsed like that of sewerage and everywhere there were heaps of garbage littered on roads and streets.
They urged district government to take the matter into its hands and provide relief to citizens.
They also alleged that TMA was involved in corruption in construction of bus terminal.
They also accused TMA Hyderabad city that it had caused huge financial loss by changing the site of Bakra Piri. However, after heated discussion, the chair deferred the matter and adjourned house to meet on Thursday.
