A two-member committee on Police Ordinance 2002 would send its recommendations on Police Order 2002, to the National Reconstruction Bureau (NRB), the Prime Minister Secretariat and the Punjab Chief Minister Secretariat by February 20.
According to the sources, the committee comprises Punjab Chief Secretary and the Inspector General of Police (IGP) Punjab, who were in the process of finalising the recommendations, which include modalities for constitution of Public Safety Commission (PSC) and Citizen-Police Liaison Committee (CPLC), on which the police have shown apprehensions.
The sources said that the Punjab Police had been resisting the constitution of the PSC and CPLC, as PSC would be empowered to write Annual Confidential Reports (ACR) of senior police officers while CPLC would have the prerogative to prepare recommendations of junior police officers for promotion.
Moreover, the police objected to the fact that the district governments and the public on administrative matters would control them.
It may be recalled that PSC would be comprised of professionals (lawyers, doctors, journalists, etc), members of the provincial Assemblies (MPA) and a representative of concerned district governments while CPLC would not include a member from the district government or MPA.
The police have shown its concern over the inclusion of district government in PSC, arguing that the members of the provincial government and district government may exploit their position by interfering in the police matter to gain personal mileage.
"The Chief Secretary and the IGP has to come to some kind of consensus on this issue before they could send the recommendations to the centre and the Punjab government.
It is expected that they would come up with a settlement by February 20, which was delaying the proper implementation of the Police Ordinance 2002," sources added.
Sources said, "the two members of the of the committee have settle the issue of transfer and posting of police officers. A new arrangement has been made under which the Punjab Police would carry out transfer and posting of Senior Superintendent of Police (SSP) and officers below.
For the transfer and posting of District Police Officers (DPOs) and Additional Inspector Generals, a board would be constituted, headed by the Punjab chief secretary and other members would be include from Punjab Secretaries of S&GAD, Finance, Law, Home and IGP."
