A pensioner's plight

The Government announced increase in pension in the Federal Budget 2003 - 2004.
In response to an application dated 17.7.2003 of one such affectee - Zafar ul Islam Chaudhry - the National Bank of Pakistan, Finance Group, Pension Section, Head Office, Karachi, advised him vide its letter No FG/SBD/PEN/Z-95/9470 dated 4.8.2003 that the increase in pension will be paid if and when the Bank authorities decide.
More than six months have passed but the 'if and when' of the bank authorities have yet not taken place as Zafar has still not been given the increase in pension. Could the Finance Minister or the Governor, State Bank, if they may dare, prevail upon the authorities of NBP to expedite the payment as in these days of hardships every penny matters a lot for the poor pensioner.
