Sindh Chief Secretary, Dr Mutawakkal Kazi has directed the Finance Secretary to ensure the release of funds to district governments as per rules and regulations.
He said a report should also be submitted to him in this connection so that in case of any problem, the Federal government could be approached for the redressal of the same.
Kazi was presiding over a meeting of the Secretaries held at Sindh Secretariat here on Monday.
The problems being faced by district governments came under discussion in the meeting and Nazim Khairpur, Nafisa Shah referred to certain departmental difficulties relating to financial issues.
It was decided that good governance would be ensured while finance department was directed to issue a circular clarifying that the DCOs could perform their financial powers and responsibilities under Sindh Local Government Ordinance.
On the occasion, the Nazims were requested to ensure regular payment of power bills to ward off apprehension of disconnection.
It was decided that electricity being used from government connection for private purposes would be immediately cut off and that a mutual strategy will be chalked out to address the Hesco-related problems as is done in the case of KESC.
Reviewing the details of relief actions taken in rain affected areas of Badin, Thatta, Hyderabad and Tharparkar, the Finance Secretary was directed to immediately make payment of Rs 28 million to the irrigation and power department out of relief fund.
Regarding RBOD, the Secretary Irrigation and Power was directed to ensure careful implementation of the project through promoted liaison with the concerned district Nazims.
Sindh CS asked the Local Government and Finance departments to comply with the instructions regarding 2-year auditing of district governments and district officers to be apprised about financial administration as per spirit of SLGO through refresher courses.
He suggested the Nazims and DCOs to introduce low cost housing schemes for low-income people in the center of their respective districts.
