Telecom deregulation is finally here. Award of various licenses under the new deregulation regime has translated into an air of expectation for all telecom subscribers in Pakistan.
In all this hype we need to analyse exactly what deregulation means for the masses who should be the true beneficiaries of telecom deregulation. For historical perspective, Pakistan Telecom Company Limited (PTCL) enjoyed a monopoly over provisioning of basic telephony services since creation of Pakistan. PTCL made immense contribution in this respect but a single entity cannot be expected to deliver with perfection when faced with resource constrains and exploding demands in a country like Pakistan.
Whenever demand for specific service outstripped resources of PTCL, that specific sector was opened for private investment. Each such initiative translated into a more competitive and healthy service environment for end users and by looking at the example of the internet we can see this.
PTCL was the pioneer but the sector was deregulated with award of licenses for various other operators and end-users benefited due to competitive rates and universal service availability.
PTCL still remains a major player in this segment but subscribers are reaping the benefits due to deregulation of this sector.
Same is the case for basic telephony services. PTCL delivered and improved its service officering over the years. However, it delivered with limited success as for as universal availability of this basic service is concerned.
We are all witness to the time when we had to wait several years to get a telephone connection and it was a cause of celebration for the whole community neighbourhood.
Now the situation has improved but it is far from satisfactory. More than 90% of our citizens are still denied access to telecom services. Deregulation is always focused on balancing the equation between the served and service providers.
