The Sindh Assembly began its session on Saturday at 11:30 a m, 120 minutes late from scheduled time, and was adjourned just 45 minutes later after noisy scenes, wild accusations of trivial nature against the leaders of different parties and pandemonium, to 'meet' on Monday morning at 9:30.
Speaker Muzaffar Hussain Shah was in the chair.
After the recitation from the Holy Quran, Revenue Minister Imtiaz Shaikh stood up and congratulated Altaf Hussain on his birthday.
Leader of the Opposition Nisar Ahmed Khuhro on a point of order said that the purpose of changing date for the current session from September 17 to 18 was only to synchronise it with the birthday of Altaf Hussain.
He said that better it would have been for the speaker to keep September 17 for the session.
He said that it was shameful to resume proceedings late by two hours.
He said that it would be better to begin the session in time and at least the treasury benches should restrict themselves to punctuality.
Minister Marwat said that the leader of the opposition should look at the record and find out how the opposition had treated "its own" requisitioned session. "They did not observe punctuality during the session they had requisitioned."
While Marwat was still speaking Saeeda Malik stood up and said that she and her colleagues would like to congratulate Benazir Bhutto if her party observed her birthday. "We would also like to eat cake of her birthday celebrations."
The PPP MPAs found an opportunity to raise slogans in favour of Benazir Bhutto. They continued to raise slogans of different kinds for quite some time. The Speaker tried to control the situation and threatened to adjourn the session till Monday if the members did not conform to parliamentary discipline.
At one stage the speaker asked Rafique Engineer to let others speak but he continued to insist that the speaker should identify him. Hot words were exchanged and both asked each other to leave the House.
Shah warned Engineer that his behaviour was rude and asked him to mend his ways.
Shah asked Engineer to apologise for his conduct.
Engineer refused to listen to the speaker and instead asked him to apologise for his harsh admonishing words.
The heated argument ended in the adjournment of the session till Monday morning.
The speaker later addressed a press conference and criticised the conduct of the opposition and justified his action and use of words in the house.
Earlier Chief Minister Dr Arbab Ghulam Rahim assured Jam Tamachi, MPA from Nawabshah, that he would look into the ongoing forcible ejectment of the encroachers on railways land.
He said that instruction had been issued to construct circular road to facilitate people living near the railway colony.
