Our faith, culture, tradition, customs, moral values are not like Western societies' then why do we have to follow the parliamentary form of political system, which has failed to deliver. But the question is why, in India is the parliamentary political system working.
The reasons seem valid that India adopted its constitution very soon after Independence and declared itself a secular State, the land reforms were also done, Rajas' Sardars' special privileges were abolished.
The opportunity was provided to the low and middle class to become political leaders and, like us, the political powers were not reserved for the feudal class only.
A political system with inherent characteristics to change the destiny of the nation is the need of the hour.
The District Government system introduced by General Musharraf to empower the masses and establish democracy at the grass root level has not, so far, been able to solve the problems of the people at the grass root level due to the opposition and dismal behaviour of the province's legislators.
They just want to have the funds and look after development work in their consistency themselves instead of being strict in law making.
Unfortunately, those elected as the people's representative are transgressors of the law, incompetent and corrupt. Their only God is power and pelf. They are role models of corruption.
General Musharraf was compelled to take over in a bloodless coup, the power to rule from the Prime Minister with a heavy mandate of the people in the supreme interests of the country.
General Musharraf should change the political system in the supreme interest of 160 million Pakistanis. A political system, which can change the status quo with an effective strong Federal Government, having one Federal assembly with elected members from each district on the basis of its populations with 40% female representatives.
The center having the role of policy-making for the country and the responsibility for implementation with the District Government.
The Nazim must have the mandate of the district residents by being directly elected by their votes for 4 years. Similarly the President must be elected with the direct vote of the people of the country.
By getting rid of Senates, Provincial Assemblies and a number of the Government's redundant departments at the center and Provincial level, with a small efficient, competent body of bureaucrats and people's elected representatives good governance can be realised.
