A high-level meeting chaired by the NWFP Governor Lieutenant General Syed Iftikhar Hussain Shah (Retd) here at Governor's House on Tuesday discussed proposals regarding devolution of power plan in Fata and restructuring of various line departments at the Agency level so as the field offices are strengthened and empowered to maximum extent.
Secretary to Governor Sahibzada Saeed Ahmad and Additional Secretary P&D Fata Aftab Akbar Durrani, besides the directors of line departments attended the meeting that also comprised a detailed presentation about the restructuring and devolution of power proposals in respect of different departments.
The strategy for devolution of power, its framework and structure including re-grouping of various departments were also highlighted.
Under the proposed devolution plan political power would be devolved besides decentralisation of administrative authority and management functions as well as distribution of resources.
Regarding up-to-date achievements in this connection, the meeting was informed the Governor's Secretariat had been restructured besides carrying out delimitation process, preparation of voters list and drafting local government regulations that were to be finalised.
Similarly, Planing and Finance Cell have also been established at every agency level. An Agency Development Committee has been formed with powers to approve schemes up to Rs 40 million.
Moreover, necessary data have also been collected on staffing and assets in this regard. The presentation also covered the administrative and judicial structures at the Agency level besides fixing responsibilities with regard to the law and order in the respective tribal areas.
The meeting also discussed proposals pertaining to education, health, works and services population welfare and agriculture departments.
Highlighting the guidelines regarding devolution of power plan in Fata, the governor said the staff nucleus must be small and limited at the directorate's level and should be efficient with maximum capacity to deliver.
He said weaknesses of certain areas could also be covered through up grading posts but over all structure must not be expanded unnecessarily.
