Continued reshuffle of top officials in the Capital Development Authority (CDA) is adversely affecting routine work of the authority.
It was observed during a survey that each and every director/deputy director of the authority has been transferred/posted since the new CDA chairman assumed his charge.
Temporary policy of CDA chairman Kamran Lashari with regard to day-to-day transfers/ postings made the fate of these officials uncertain, adversely affecting their performance.
A CDA official told Business Recorder that around 11 officers of District Management Group (DMG), who came on deputation along with Kamran Lashari from Lahore, are holding most important slots in all directorates of the civic authority, whereas other regular officers' fortune is hanging in balance for the last one year.
Contrary to this, there are several CDA directors whose fate is still undecided. Mohammad Hayat Khan working as estate management (EM-I) director was made OSD twice since the new chairman took charge. He was also given the charge of director Parliament Lodges and Administration.
In an another instance, sources said, Major Baqir (Retd), who is currently serving as revenue director posted/transferred to as many as three directorates including administration and one-window while he also worked as OSD.
Rawal Khan Maitla who was director of Public Relations a year ago now has been given the charge of director of Parliament Lodges.
Similarly, Iftikhar Shah, presently keeping the office of director, PR, was made OSD prior to this. He also held positions of personal director, Expo 2005 director.
Najeeb Khawar Awan, who is currently holding the office of administration director, remained in directorate of EM-I, enforcement and personal.
Scores of deputy directors, assistant directors were reshuffled several times from one place to another while most of them remained suspended from time to time in the name of corruption and negligence.
It was observed that discriminatory and biased attitude of the CDA chairman concerning the CDA and DMG-turned-CDA officers was affecting the working of the authority.
The tug of war between the DMG and CDA officers must end in the larger interest of Islamabad and its citizens, sources added.
