The federal government on Sunday approved a master plan for restructuring of education ministry, abolishing some wings including Education For All (EFA) wing and establishing new ones.
The plan was approved during a high level meeting here on Sunday at education ministry. Federal education minister, Javed Ashraf Qazi chaired the meeting.
According to a statement issued here after the meeting, Deeni Madaris project has also been withdrawn from the purview of the curriculum wing.
Javed Qazi was hopeful that the new set up of the ministry would facilitate the government in achieving the desired goals.
He made it clear that the government would never compromise on the quality and speedy pace of the projects and plans aimed at uplifting the basic education in the country.
The minister termed the old set up and the distribution of duties to the various sections of the ministry as hotchpotch and duplication of work, which tantamount to wastage of national resources and manpower.
According to the new structure, Education for All (EFA) Wing, Advanced Education Wing, Science and Technical Education Wing has been abolished.
The new wings will include the projects having EFA project, non-formal basic education project, Deeni Madaris project, education sector reforms project, adult literacy project, functional literacy project, early childhood projects, girls primary education project, cadet college project and the federal directorate of education project.
All these projects would be headed by the respective project directors and supervised by a joint education advisor, BS-20, who will submit a monthly report to the ministry for education through the secretary education about the achievements of the various projects.
Another wing, constituted under the new set up by abolishing the Advance Education wing, is training wing with the task of processing the scholarships, affairs of the centers of excellence, national institute of science and technical education, federal college of education and state-of-the-art teachers training of the federal directorate of education.
It will also be responsible for the technical training of the students and the teachers in computers, management and administration of the educational institutions respectively.
Sind Madrasatul Islam (SMI), Federal Directorate of Education (FDE), Area Student Center (ASC), Dawood College of Engineering (DEC), Urdu Science Board (USB), Sukkur Institute of Business Administration (SIBA), Education and Science Societies, National Institute of Science and Technical Education (NISTE), National Scientific Advisory Committee (NSAC), National Council of Technical and Vocational Education Training (NCTVET) and the private education institutions will work under this training wing.
A curriculum wing has also been restructured because of the sensitive task of making the syllabus for the educational institutions of the country.
Due to heavy load of misplaced projects, the Deeni Madaris project, Federal College of Education, Inter Board Committee of Chairman and the National Education Assessment System projects has been withdrawn from the per view of the curriculum wing by entrusting it with the exclusive task of making syllabus and curriculum with great ponder in a responsible manner.
The Pakistan Academy of Letters, Technical and Vocational Education and the National Book Foundation will work under the curriculum wing, after withdrawing them from the Science and Advance Education wings respectively.
The Planning and Development wing has been entrusted with the task of looking after the affairs of Academy of Educational Planning and Management (AEPAM) for the collection of educational data from the entire country, education policy of the country and planning of the implementation strategy for the policy.
The meeting was informed that any of these projects failing to achieve the desired goals would not be allowed to function with immediate effects.
Before this new set up, all the projects were enjoying solo flights by working in isolation with less co-ordination and less report to the ministry.
The meeting was also informed that a monitoring and evaluation cell has also been established in the ministry to monitor and evaluate the reports and progress of the different projects.
The cell would physically verify the submitted reports and progress and will account its recommendations accordingly. It will also check the spending of national and international grants by NGOs working in the education sector, to facilitate the international donor community.
Planning wing would now be responsible for the over all co-ordination and facilitation with the international donors interested to provide technical and financial back-up support to the education sector.
The administration wing of the ministry has been directed to process of the promotion cases of the staff, which has been pending since long period of time.
