The City District Government Karachi (CDGK) and the Karachi Building Control Authority (KBCA) are still at loggerhead on the matter pertaining to discretionary power of the two organisations.
Sources at the CDGK said on Tuesday that the City Nazim is the final authority in dispute settlements in all matters pertaining to land in any form and in any category that falls under his administrative jurisdiction.
They said despite devolution of the KBCA and its allied units, the CDGK is still unable to look into the grievances of the people in matters of illegal construction and its regularisation.
They said recently the government had announced a scheme to regularise all illegal additional construction of the floor in the houses and commercial buildings after payment of nominal charges, but the KBCA was of the view that unless a notification authorising them in clear terms to deal with applications for regularisation there would be no action on applications from the people.
Sources said the City Nazim had advised the KBCA to take notice of the hardship of the people and help them by cutting short official procedure.
They said many applicants have complained that instead of taking action on their applications for regularisation of additional floor, the KBCA staff had begun visiting their premises on the pretext of verifying the facts furnished in the applications.
They said the City Nazim had once again instructed the KBCA to stick to the content of the notification and accept the contention of applicants and regularise illegal construction after charging the prescribed cost of service.
It may be recalled that the Sindh government has provided facility of regularising all addition of floors in the residential and commercial buildings after payment of nominal fees, but the KBCA has not complied with these instructions so far.
Instead, sources said, they had come out with their set of instructions, which include inspection of the site. No such condition is envisaged in the original notification.
