Federation of Pakistan Chambers of Commerce and Industry FPCCI is Apex Body of the Private Sector. We, the Businessmen Forum present its Agenda for change. Group will ensure its best to implements its agenda in shortest possible time.
1. Establishment of Standing Committee for removing of fiscal anomalies.
It is known to everybody that anomalies are badly hurting the industrialisation and exporting industries of the country.
A Standing Committee, comprising the secretaries of Commerce, Industries, Finance, Chairman Central Board of Revenue CBR and elected president of FPCCI will meet twice in a month to rectify all existing anomalies and will streamline matters relating to imports, exports and administrative hitches concerning the attached department of Central Board of Revenue.
2. Representation of FPCCI in SECP Board.
The implementation of WTO on January, 2005 is likely to change the entire corporate structure of the country.
Securities and Exchange Commission of Pakistan SECP needs total revamping and president of FPCCI must be inducted into SECP Board so that coming corporate legislation's and particularly matters related to NBFC'S, insurance sector must be resolved on priority basis.
3. National Housing Board.
It will be endured to establish National Housing Board NHB, under the Chairmanship of Prime Minister.
At presently provincial governments are not serious to implement already taken decisions with regard of construction industries.
FPCCI President, along with four governors and all chief ministers will be the member of the board.
4. Gwadar Development Authority (GDA)
Policymakers will be suggested to broad base the composition of GDA and it will be suggested that in the Board of Directors of GDA.
-- Chairman CAA.
-- Chairman PIA.
-- Chairman Pakistan Railways.
-- Chairman CBR.
-- President of FPCCI or his nominee must be included so that the pace of progress of Gwadar should be accelerated.
5. National Agriculture Board (NAB)
For the speedy implementation of agriculture policies and for the sole purpose of turning agriculture sector into corporate sector, the creation of NAB is must for speeding up the agricultural developmental projects.
6. Matters Relating to National Accountability Bureau NAB
NAB laws provide out of court settlement for bank defaulters.
At presently the join committee of State Bank of Pakistan SBP and NAB is not proactive.
For the speedy resolution of NAB cases, particularly for the resolution of pending cases, it will be suggested to policy makers that:
-- President of FPCCI should be given representation in the Joint Committee of SBP - NAB.
-- Committee must meet 2 times a month so that pedantry of cases must be eliminated in shortest possible time.
-- The settlement of cases will help in reviving the closed down business and help in generating the new jobs.
7. Enam Elahi Committee should be merged with CIRC
For speedy revival of the closed down units:
-- The tenure of Enam Elahi Committee must be extended without fixed time frame.
-- By following the orders of High Court of Sindh, SBP should issue a circular to all banks, DFIs, NBFCs that they must obey the decision of Enam Elahi Committee.
-- Enam Elahi Committee should act independently but legally it should be made part and parcel of CIRC.
-- Already taken decisions, with regard of expanding scope and activities of CIRC must be implemented by both Ministry of Finance and Ministry of Law.
8. Special Fiscal Package for Barani Agricultural Areas of Sindh, Balochistan, NWFP, Punjab and Azad Kashmir.
At presently millions of acres of barani land of four provinces waiting for special fiscal package so that these lands could be turned into green pastures.
For preparation of this fiscal package for barani lands. It will be suggested to policy makes that an inter province committee should be established.
The committee besides suggesting fiscal relief's for the start of cultivation in these barani areas, will also suggest tariff concessions to local manufacturing units which manufacturer specialised agriculture machinery's and supplies.
The committee will also prepare an action plan to safeguard the local agriculture due to the expected damping of foreign made cheep agriculture products.
9. Textile Cities Development Board (TCDB)
For the speedy construction of proposed textile cities, a high-powered TCDB will be created and beside the president of FPCCI, chairmen of all textile associations will be given representations in this board.
The board will also lay down the future course of action.
10. National Shipping Board NSB
For the speedy implementation of shipping policy, a NSB under the ages of Ministry of Communication will be established.
Shipping services sectors have the vast potential creation of hundreds of new jobs in the country.
11. Provincial Co-ordination Boards (PCB)
For speedy resolutions of matters related to four provincial governments, it will be proposed to policy makers that:
-- In each province a PCB should be established under the chairmanship of chief minister.
-- All elected presidents of chambers of commerce and industries, falling in a particular province will be members of this board.
-- Provincial secretaries and ministers will present provincial governments.
-- The board will make policy decisions with regard of promotion of provincial issues of trade and industry.
-- PCB will meet once in a month.
-- All matters concerning provincial trade, Agriculture, Industry will be placed before the PCB.
12. FPCCI representation in National Security Council, NSC
FPCCI support the vision of President Musharraf with regard of NSC.
It is suggested the meeting of NSC must be held each month instead of after two months.
It will be requested to chairman of the NSC that president of FPCCI must be given a seat on NSC, so that president of FPCCI could guide, directions to business community, keeping in view the decisions and directions of NSC.
It is hoped President of Pakistan will honour the wishes of private sector of the country.
13. FPCCI representation will be sought on the Board of Directors of:
1. Fiscal and Monitoring Board of SBP and Ministry of Finance.
2. Pakistan International Airlines (PIA)
3. Civil Aviation Authority (CAA)
4. National Planning Commission
5. Defence Production Board of Ministry of Production, so that private sector of the country could be inducted in to defence production.
14. Establishment of National Facilitation Boards of Investment, Export and Taxation.
Under the patronage of FPCCI the facilitation boards will be constituted at federation level.
These will be called as:
1. Investment Board
2. Export Board
3. Taxation Board
1. Investment Board will help in framing new investment policy removing of hurdles and establishment of one window operation. It will be headed by a top investor of the country.
2. Export Board will suggest to government that such exporting units, which exports 70 percent of their production capacity must be given legal status of export processing zone.
It will also facilitate all exporting units of the country. It will be headed by a top exporter of the country.
3. The Taxation Board will suggest much needed changes in the taxation structure of the country. It will also suggest measures to face the challenges of W.T.O besides suggesting to form advisory committees at each collectorate of customs and sales tax.
Board will also suggest formation of advisory committees at all regional commissions levels so that routine matters and administration measures could be taken at local level.
Board will also suggest far reaching changes in provincial laws relating to provincial board of revenues.
Board will seek updation of sales tax laws, regulation and proceedings with the active support of private sector and tax professionals.
Board will suggest ways and means to reduce present high rates of sales tax to uniform rate of 5 percent.
It will headed by a business man having vast understanding of tax matters.
