Bureaucracy is the main hurdle in smooth transfer of powers at the grass roots level. Federal Labour, Manpower and Overseas Pakistanis Minister Ghulam Sarwar Khan stated this at the concluding ceremony of "All Pakistan farmers and labour councillors convention", organised by the Directorate of Workers Education of Pakistan here on Wednesday. International Labour Organisation (ILO) Director Don Lin Lee and Directorate of Workers Education Director General Razia Zuberi were also present on the occasion.
The Minister said the representation of women in local bodies had increased significantly due to the efforts of the present government, but he regretted the country's strong bureaucracy was hindering power transfer at grassroots level.
Sarwar said that being a minister he was ready to share powers with the local representatives, but the bureaucracy was still reluctant to do so.
Appreciating the Directorate of Workers Education for arranging the convention, he said such workshops and refresher courses must have been arranged before launching local government system.
Talking about democracy, the Minister said due to a preplanned conspiracy against politicians, democracy in the country could not be sustained.
The ILO Director said Pakistan was an important member of the International Labour Organisation among its 179 member states, adding that Pakistan had ratified seven out of its eight international core conventions.
He also said the International Labour Organisation had provided 20 million dollars for workers welfare while 10 million dollars were in the pipeline.
He said the Labour Ministry had taken a good step to reduce the problems of labour and farmers in the country, and assured all possible technical and financial assistance for the education of labour in the country.
Razia Zuberi said the Directorate of Workers Education was established in 1993 with the International Labour Organisation support, and added the directorate had planned to train the local representatives as to make them able to carryout their responsibilities.
Later, the Minister also distributed certificates among the participants of the convention.
