An inspection and vigilance cell (I&VC) has been established in the Punjab police to restore the confidence of people in police by addressing genuine public grievances at their doorsteps. Explaining the salient features of the cell, Additional Inspector General of Police, Dr Syed Azhar Hassan Nadeem told in a press conference here on Tuesday that with the promulgation of Police Order 2002, public demands and expectations from the police have increased manifold.
As a result the police department is under constant public scrutiny, therefore, in order to restore the public confidence in police, make its working more efficient and inculcate a sense of responsibility and accountability at various levels, the IGP has constituted an inspection and vigilance cell headed by DIG Training, Punjab.
He said the province has been divided in four regions and SSPs will head each region. He said every SP I&VC will carry out surprise visits and inspection of police stations, traffic, Punjab constabulary units, tele units, motor transport section, training institute etc of respective regions.
Azhar Hassan Nadeem said SP would check lapses on the part of police on gross miscarriage of justice and police inaction in important, high profile and sensational cases. He said facts finding reports will be submitted to IGP for immediate action.
Additional IG said that SP would also take prompt notice of police highhandedness, torture, death in custody, escape from police custody, fake encounters and other violations of basic human rights.
Charter of duties of SP I&VC also includes looking into persistent complaints of non registration of cases and inquiring into the allegation of misuse of government funds and transport etc. SP of the region will verify the police performance particularly with regard to action taken against proclaimed offenders, court absconders, cattle lifters and antisocial elements.
Ali Aamir Malik has been nominated as SP region one comprising Capital City Police, Lahore, Muhammad Azam Joyia, as SP region 2 comprising Sheikhupura, Gujranwala and Faisalabad ranges, Muhammad Ghalib Bandsha, as SP region 3 consisting of Rawalpindi and Sargodha ranges while Khaliq Dad Lak as SP region 4 comprising Multan, Bahawalpur and DG Khan ranges.
Qamar Uz Zaman, SP re-employed on contract has been made incharge of special I&VC comprising whole of the province.
The incharge of I&VC DIG Training Punjab Fayyaz Mir also explained the working procedure and responded to the volley of questions by newsmen. All the regional SPs of I&VC were present on the occasion who have been assigned the new responsibilities in addition to their duties.
