The national exchequer has suffered a loss of Rs. 4.055 billion due to the inability of Central Board of Revenue (CBR) to recover customs duty and sales tax from over 913 commercial entities during the period between 1989 and 2005.
According to a tax defaulters' list, the CBR submitted to the National Assembly Standing Committee on Finance and obtained by Business Recorder here on Thursday, Rs. 2.211 billion was not recoverable as the companies due to pay this amount were non-operative.
Most of the defaulters included blacklisted companies and companies untraceable on the given business addresses.
According to the list, the entities, which have evaded tax ranged from small cooperative forest societies in NWFP to large industrial units in Karachi.
The worst situation is in Rawalpindi district wherein as many as 82 non-operative units have to pay Rs. 1.177 billion.
The standing committee formed a six-member body to scrutinise the list submitted by the CBR and suggest measures to recover the outstanding amount.
During the meeting, some opposition legislatures doubted the credibility of the list and accused the CBR officials to hide the names of defaulters belonging to the ruling class or military.
Reliable sources told Business Recorder that some "highly influential" individuals used their contacts for deletion of names of their entities from the list hours before it was brought to the committee.
The list revealed that as many as 11 collectorates of customs in different cities have to recover Rs. 1.156 billion from 383 commercial units.
It added the rest of the amount (around Rs. 28 billion) was evaded in the form of sales tax during the last 16 years by as many as 630 units across the country.
Some 262 out of these 630 units were not operative at the moment, it said. It means the amount (Rs. 2.211 billion) could never be recovered.
COLLECTERATE OF CUSTOMS (APPRAISEMENT) KARACHI: According to the list, the Collectorate of Customs (Appraisement), Karachi have to recover Rs. 43.83 million from 56 defaulters.
COLLECTORATE OF CUSTOMS (PREVENTIVE) KARACHI: This collectorate would have to recover Rs. 6.378 million from seven defaulters.
COLLECTORATE OF CUSTOMS (EXPORT) KARACHI: According to the report of this collectorate, as many as five entities have caused a loss of Rs. 237.003 million.
COLLECTORATE OF CUSTOMS (PORT MUHAMMAD BIN QASIM) KARACHI: Thirty-three defaulters have to pay Rs. 34.323 million.
COLLECTORATE OF CUSTOMS QUETTA: An amount of Rs. 53.04 million was evaded from here.
Collectorate of Customs Sambrial: In all 17 small defaulters were reported from this collectorate, however, the amount evaded remained only at Rs. 5.009 million.
COLLECTORATE OF CUSTOMS HYDERABAD: At this collectorate, 22 defaulters caused a loss of Rs. 14.404 million to the national exchequer.
COLLECTORATE OF CUSTOMS LAHORE: Forty-nine entities have to pay Rs. 138.569 million to the national exchequer.
COLLECTORATE OF CUSTOMS RAWALPINDI: As many as 45 units evaded Rs. 183. 648 million from this collectorate.
COLLECTORATE OF CUSTOMS PESHAWAR: In Peshawar the number of defaulters remained at 16 and the defaulted amount was Rs. 379. 849.
COLLECTORATE OF CUSTOMS FAISALABAD: Nineteen entities evaded Rs. 28.42 million from the city famous for textile manufacturing.
Collectorate of Customs Multan: An amount of Rs. 32. 446 million was evaded by 10 entities.
According to the list, 262 operative and 368 non-operative units have also evaded Rs. 687.79 million and Rs. 2.211 billion, respectively.
KARACHI: Eighty-five operative units in the city have evaded Rs. 87.17 million, while 25 non-operative and 41 blacklisted units have to pay Rs. 49.11 million and Rs. 595.22 million, respectively.
HYDERABAD: Nine operative and 26 non-operative units have to pay Rs. 15.33 million and Rs. 45.37 million, respectively.
QUETTA: From this city, two operative and 19 non-operative units have caused a loss of Rs. 4.52 and Rs. 35.94 million, respectively to the national kitty.
MULTAN: Thirty-five operative units have caused Rs. 19.62 million loss to the national exchequer, while the share of 67 non-operative units is Rs. 59.92 million.
FAISALABAD: Seven operative units have caused Rs. 3.36 million loss, while six non-operative units have caused a loss of Rs. 1.86 million.
LAHORE: The story of evasion is not different in Lahore. Here 124 operative units evaded Rs. 528.92 million, while 71 non-operative units have to pay Rs. 384.33 million.
