The National Assembly standing committee on law, justice and human rights on Thursday failed to evolve consensus on the draft of Law Reforms Bill, 2005. One of the members privy to the meeting informed Business Recorder that lawmakers have expressed serious concern over some of the proposed amendments in the draft bill, which the law ministry has assured to amicably address in the next meeting.
The standing committee met under the chairmanship of MNA Rai Mansab Ali Khan in the parliament house to discuss the draft of law reforms bill.
Lawmakers continued their discussion on the second consecutive day with comparatively good attendance, as federal law minister Wasi Zafar and parliamentary affairs minister Sher Afgan Niazi also attended the meeting.
After fiery discussion, the committee approved certain amendments in the Law Reforms Bill, 2005 proposed in sections 24, 89, 95 and 148 of the Civil Procedure Code 1908 (CPC).
The aforementioned sections of CPC mainly referred to the procedure of trial, alternate dispute resolution, compensation for arrest or attachment on insufficient grounds and more time in civil suites.
The committee specially appreciated amendment in section 24, whereby every suite shall be heard in two stages, which would reduce the time consumed between institution of suite and pronunciation of judgement.
However, it was learnt that lawmakers also expressed serious reservations over some of the proposed amendments in the draft law.
After heated debate, the committee agreed to remove clause (1) of section 151 of the CPC.
It was further informed that the law ministry has assured the committee to bring changes in disputed clauses and sections of the CPC.
The draft bill that was likely to be approved by the committee on Thursday would now again be discussed in the next meeting to be held shortly.
Those who attended the meeting included Wasi Zafar, Minister for Law & Justice, Dr Sher Afgan Khan Niazi, Minister for Parliamentary Affairs, Mehreen Anwar Raja, Abdul Mujeeb Pirzada, Mohammad Usman Advocate, Haroon Qaiser, Sahibzada Mian Jalil Ahmad Sharkpuri and Kashmala Tariq.
