Major General Tariq Saleem Malik, Additional Secretary, Defence Production, has assured the suppliers and contractors of the defence supply that the government would made the system easy and procedures soft to resolve their problems.
"The Directorate General of Defence Procurement (DGDP) is working to see in the recommendations and suggestions came from different circles and streamline the system of payment, tendering, contract signing and other related matters", General Tariq said while addressing a one day seminar here on Tuesday.
The seminar titled as "Registration Process, problems and suggestion; supplier related issues on procurement" was organised by Ministry of Defence Production at NUST auditorium, with Major General Tariq Saleem as chief guest.
The seminar was conducted by the panel of officers headed by Major General Ghulam Haider, Director General Procurement (Army). A large number of suppliers dealing with supply of whole range of defence equipment attended the seminar. Four papers were presented in the seminar by the suppliers and procurement organisations.
Speaking on the occasion Major General Tariq said that the transparency of Defence Purchase System was acknowledged unanimously and it is imperative to remove all the ambiguities and procedural bottlenecks. He stressed the need of modernisation of the system as need of hour and said that linking the defence purchase system with internet and E-commerce is imperative to make the system transparent.
He said that the DGDP was formed to make sure the purchase of defence equipment economically to save the exchequer of country. "No system in this world is perfect and there is room for improvement in each and every system in this world", he said.
He admitted that there is lack of co-ordination between different executing organisations working in the defence procurement resulting in delay in payments of the suppliers and other problems which they have pointed out. If the outcome of this seminar would not come and positive changes were not seen in the system then there is no need of these exercises, General Tariq said.
He appreciated the participation of all concerned and their valuable inputs towards the improvement of the system and said that the requirement of expeditious procurement of defence equipment which depends upon active participation of suppliers against tender inquiries.
General Tariq has directed the concerned circles to make sure that the views and suggestions came from suppliers for improvement in the system and making the procedures easy should be adjusted and given high consideration. He impressed upon the DGDP to make the environment supplier friendly and address the grievances of the suppliers.
The participants of the seminar was informed that the DGDP is signing 1600 contracts for procurement of different defence equipment including arms and ammunition, vehicles, food, medicines and other related products.
