Dysfunctional traffic signal

I draw the attention of the concerned authorities towards the dormant traffic signal installed at Soldier Bazar No 3 roundabout. After its installation, less than a month ago, it became dysfunctional. Interestingly not a single traffic constable was available at that specific place when it was working manually.
And that frequently the traffic flow comes down from the one way (coming from Garden East/Lasbella to Britton Road/Soldier Bazar). No one seems to have noticed these hazards and the concerned authority keep's its eyes closed.
We request the concerned authority to first repair or install an electronic traffic signal and make sure that works. What's the purpose of installing a signal, which doesn't work properly.
Secondly I suggest deputing a constable to remain and perform his duty without fail.
