Leader of opposition in Sindh Assembly, Nisar Ahmed Khuhro, has asked Chief Minister Arbab Ghulam Rahim to disclose the identity of the alleged bomber arrested in the PIDC bomb blast case that took place on Tuesday last.
Addressing a press conference in his Chamber on Friday he said that the incident had been linked with Balochistan Liberation Army and it needed clarification.
He said that law and order situation in the city had completely collapsed as the bomb blast took place in the close vicinity of Chief Minister House and two big hotels, and in front of a police kiosk. "It is the most protected and 'VVIP' area of the city," he added.
Khuhro said that the chief minister and home minister should come out with the factual position and, at least, should give the number of police personnel present at the PIDC kiosk at the time of bomb blast.
He said that the chief minister had lost confidence of his colleagues and coalition partners. "He is not being invited by the governor in different meetings and administrative decisions taken at the Governor House are binding on him."
He said that differences between the Governor and Chief Minister were widening as one declares the area around PIDC House as no parking zone whereas the other declares it as area where parking is permissible.
Khuhro said that Sindh Assembly sessions had become jokes. "The question hour began at 11:20 am and abruptly came to an end at 12:15 pm It did not run for an hour even and the session was adjourned to meet on Monday at 10 am."
He said that it is waste of time and public money. "The chief minister should now deposit three million rupees in the government treasury as this much amount was wasted on today's session."
To a question he said that neither the government takes up nor permits the opposition to take up matters of public interest.
He said that the opposition wanted legislation on different civil matters but the government had adopted an attitude of indifference.
He criticised Sindh governor and said that he was habitual of issuing ordinance even though the assembly is present and its session could be summoned to do the needful.
Khuhro said that this practice should now stop. "The tradition of undermining position of elected representatives of the people should now come to an end."
He said that he had submitted a privilege motion to be taken up on Friday but it was ignored as it had pointed out the uncalled for behaviour of the Sindh government.
"The governor of Sindh has stated his decision to promulgate an Ordinance related to banning the use of plastic bags. In this way the governor has breached the privilege of this august house and its members, who constitute the legislative body of the province.
By promulgating ordinances, instead of summoning the assembly session, the governor has hampered my ability to legislate as representative of the people.
"The Constitution of the Islamic Republic of Pakistan states in Article 128(1) that the Governor may, except when the provincial assembly is in session, if satisfied that circumstances exist which render it necessary to take immediate action, make and promulgate an ordinance as the circumstances may require.
"Article 128(2) (a) further explains that the Ordinance promulgated shall stand repealed at the expiration of three months from its promulgation.
"This is unlike legislation passed by the assembly, which has long-term effect and standing.
It is, therefore, prudent to summon the assembly to consider urgent legislation, as is the power of the governor under article 109(a) which states: The Governor may from time to time (a) summon the provincial assembly to meet at such time and place as he thinks fit.
"Instead of summoning the assembly to discuss legislation on plastic bags, the governor chose to undermine and hamper the right of assembly to legislate and, therefore, the governor of Sindh, Dr Ishratul Ebad has breached my privilege as a member of this august body."
MPA Shazia Atta Muhammad Marri, present on the occasion, said that the treasury wanted to block opposition from taking up public interest issues.
She said that a large number of privilege and adjournment motions relating to matters of immediate importance that could have brought relief to the people had been blocked.
"None of these motions has ever been allowed to be taken up as the government has no interest in the welfare of the people."
She said that the opposition would continue to register protest against the anti-people attitude of the government.
"There is complete moral bankruptcy and inertness of attitude prevailing among the treasury benches," she said.
