The Sindh government has decided that from now onwards the required manpower in education, health, and works and services departments would be hired on contractual basis.
This was decided in a meeting of Secretaries' Committee at Sindh Secretariat, with Sindh Chief Secretary Fazalur Rehman in the chair here on Saturday.
The meeting decided that salaries of these contract-based employees would be raised according to their performance and those with shoddy performance would be sent home according to the terms and conditions of contract.
It decided that this contract-based recruitment would be made on district level and there would be no provision of transfer or posting of these employees in other districts.
During the meeting, the chief secretary took notice of matter concerned with public health and asked the officials of Sindh health department to ensure comprehensive preventive measures against Bird flu, Congo virus and other viral infections in all districts of the province. He told them to provide all teaching hospitals and other facilities with necessary medicine and provisions.
He asked the officers of various departments and city governments to ensure good governance in their offices and directed that all ongoing uplift projects should be completed on time.
The chief secretary said that a proper monitoring system and effective inter-departmental co-ordination be applied to form a solid strategy regarding completion of uplift projects, so that people could be benefited and referred to projects in the sectors of education, health, water supply, roads and watercourses.
He asked to avoid five-year term schemes and the maximum duration of uplift schemes should be around three years, so that release of funds and other provisions could be properly maintained.
The chief secretary said that the chief minister's inspection team was being revamped to effective monitoring. He clarified that working of the chief minister's inspection team (CMIT) and anti-corruption establishment (ACE) was different. He said that the object of CMIT was monitoring, so that development works could be properly carried out, while the ACE was empowered to initiate probes according to its charter and Act.
On the occasion, Secretary Excise and taxation Mir Hussain Ali suggested that procurement process of his department should be reviewed. The chief secretary said that it was responsibility of the federal government. However, he said that reforms could be introduced according to rules and regulations.
Secretary Co-operative Mumtazur Rehman expressed his concern over the harassment by the ACE and said that complaints in this regard by subordinate officials were observed and added that ACE chairman should take necessary steps in this regard.
ACE Chairman Asad Ashraf Malik told the meeting that 700 cases pertaining to the years 1991, 1992 and 1993 had been closed during the current year while ACE had convened seven meetings in the year, which was a record.
Additional Chief Secretary Ghulam Sarwar Khero on the occasion took a review of annual development program (ADP) and briefed the meeting on foreign-funded projects.
Project Director of National Program for Improvement of Watercourses Younus Dagha briefed the meeting on setting up of watercourses in the province.
The meeting decided that Superintendent Engineers of Irrigation and Power Department, DCOs, EDOs (Agriculture), and EDO (Revenue) should remain in close contact regarding construction of watercourses and all DCOs would appoint a focal person in this regard within a week and inform the office of Sindh chief secretary about it.
The meeting took a serious notice of absence of DCO Hyderabad, all other DCOs were present in the meeting.
