The Central Board of Revenue (CBR) has decided to set up 'Assessment Development Centers' for weighing the performance of tax officials to be posted at the specialised positions of newly reformed units.
Official sources told Business Recorder on Monday the CBR had devised parameters for the "internal job postings", which were used for selecting tax officials entitled to double-pay package on specialised positions. The criteria comprised among others introduction of written test, last five year's performance and panel interview.
However, the decision-makers were divided over the format of written test and other criteria.
Now, the CBR has introduced the concept of 'Assessment Development Centers', which provides a multistage selection process. The concept was introduced in British War Office Selection Board in 1942 and British Civil Service Assessment (1945), and multinational companies used the method in 70s for the same purpose.
The concept covers internal selection and promotion of officers as well as other staff. The training and development needs and skills gap would be identified through this system. It also helps in career planning and skill enhancement of tax officials.
Instead of written test, the concept of 'assessment centers' would be adopted for selection of personnel through 'internal job postings'. Out of 100 percent weightage, 30 percent would be given through the assessment centers; interviews 30 percent; past performance 30 percent, and 10 percent weightage would be given to accomplishment at the training institute.
It has also been decided that the tax officials, who have been penalised during the last five years or against whom disciplinary proceedings are pending would not be eligible for 'internal job posting.'
