Moscow on Saturday sent an official note to Iran confirming its earlier readiness to build a joint venture plant to enrich uranium in Russia.
"The proposal is Russia's input in looking for a mutually acceptable decision to settle the problem of the Iranian nuclear programme via political and diplomatic methods," the foreign ministry said on its Web site www.mid.ru.
The West suspects Tehran of seeking to develop nuclear weapons under the cover of a civilian nuclear power programme. Iran denies that, saying it wants only to generate electricity.
Moscow has said there is no evidence Iran is bent on assembling nuclear arms. European powers plan to negotiate the issue with Iran in January after having failed to reach an agreement earlier this month.
