Does anyone care? If anyone did an autonomous high-powered enquiry commission, would be set up and it would have, by now, found the answers to the following questions:
1. What is the real cause for the progressive decline in productivity and the logarithmic increase in losses due to disease in the livestock and the poultry sectors?
2. How many types/varieties of medicines and vaccines, etc, have been allowed to be imported, and locally manufactured during the last 30 years?
3. Was, or even today, is the field use of these imported chemical, biochemical, and biological products allowed in the country from where these were/are imported?
4. Has thought about the possibility of the catastrophic repercussions, if an imported live F&MD vaccine is introduced, that it might contain an exotic strain of virus, which has never been prevalent here?
5. How was it ascertained and who discovered it, that the introduction of imported exogenous live vaccines, was commensurate with the epizootiological scenario of our macrocosm? Has an epizootiological survey ever carried out?
6. Were these imported products found homogenous and compatible with the indigenous antigenic configuration we already have if so by whom?
7. Was, any institution of individual or of international repute, that specialised in the disciplines of microbiology-immunopathology, etc, ever consulted on the possible fall-out and long-term sequel of using live heterogenous strains of pathogen in an environ to which they may not be homogenous?
8. How was it ensured (and who did it) that the local entrepreneurs authorised to manufacture and sell medicines and vaccines, did possess specialised expertise and professional competency along with specific expensive and high-tech paraphernalia needed for this type of a complex venture based on inter-linked intricate and sensitive procedures?
9. Were technical facilities and professional competency of any local manufacturer of medicines or vaccines ever examined by any authority? Does any such authority exist that can be entrusted with the onus of verifying inspecting/monitoring the technological adequacy of the local manufacturer?
10. Was any imported product, before its use in our country, ever subjected to any test in respect of its pharmacokinetics, dynamics, genomics, compatibilities and quality control, etc, and declared safe and suitable for our ambience?
11. Why was the responsibility of the manufacture of vaccines not entrusted to the already existing institutes of veterinary research and vaccine production, operating since long in the public sector, which were equipped with the specific know-how about research, production and quality control, etc, of biologies?
12. Did anyone ever try to find out what was eating away at the vitals of such already existing high-profile research institutes so much so that they are now confronted with imminent extinction?
13. Instead of injecting the much wanted wherewithals, in terms of trained staff, equipment, chemicals, reagents and finances, etc, to revive the dying ones, why was a fresh laboratory with objectives identical to the one already existing, established in Islamabad involving colossal foreign exchange?
14. Why are veterinary or animal husbandry graduates being employed in the public sector, who are not registered with the Pakistan Veterinary Medical Council, as mandatory under the PVMC Act, 1996?
