Central depository system

I live in Dubai, from my childhood I have invested my saving in Pakistani Prize Bonds. Whenever I come to Pakistan I try to invest in prize bonds.
Due to the high rate of crime in our beloved country (I still love as I was born in Pakistan. ) it is very difficult to take bonds from the State Bank branch to home.
Last month I purchased bonds from the State Bank. On Mall Road, Lahore, on my way home I was robbed and I lost my all newly purchased bonds. I never went to any Police station as I had little time and I had to proceed to Dubai.
My humble request to the State Bank Governor, is to allow me to keep my bonds in the central depository system (like the stock exchange shares). This would be a safe method.
