The Ministry of Commerce (MoC) has notified the changes in the Import Policy Order, 2005, to facilitate import of up to 5-year old cars and other vehicles under 'Gift, Personal Baggage and Transfer of Residence Schemes'.
The ministry has also simplified documentation process for the import of cars and other vehicles under these schemes and has allowed importers to file single-page simple 'Goods Declaration' under section 79 of Customs Act, 1969. The government in the 2006-07 budget has decided to allow import of 5-year old cars and vehicles under the Gift and Personal Baggage Schemes, instead of 3 years old.
However, the import of old cars and vehicles was restricted to 5 years under Transfer of Residence Scheme against unlimited period previously. The ministry has issued SRO 696 (I) /2006 here to enforce this provision at import stage.
THE AMENDMENTS MADE IN THE IMPORT POLICY ORDER, 2005 ARE: the federal government has directed that the following further amendments shall be made in the Import Policy Order, 2005, namely: Vehicles more than five years old shall not be allowed to be imported under gift, personal baggage and transfer of residence scheme.
This condition shall apply to vehicles arriving on or after July 1, 2006. An official explained that previously the importer of cars and vehicles under these schemes were required to complete a difficult documentation process.
PERSONAL BAGGAGE: Application as per form CR-PB/G, accompanied with the following documents namely; -a) Purchase receipt; (b) Bill of Lading dated not later than 120 days from the date of arrival in Pakistan of the applicant; and (c) attested photocopy of passport or Pakistan Origin Card (original passport or Pakistan Origin Card required to be checked by customs at the time of clearance).
GIFT SCHEME: Application as per form CR-PB/G, accompanied with the following documents namely: -a) gift undertaking, not more than six months old (b) NIC of donee, (c) purchase receipt; (d) Bill of Lading (showing name and address of consignee (e) attested photocopy of passport or Pakistan Origin Card; and (f) earning certificate.
TRANSFER OF RESIDENCE: APPLICATION AS PER FORM CR-TR, ACCOMPANIED WITH THE FOLLOWING DOCUMENTS: (a) purchase receipt; (b) attested photocopy of passport or Pakistan Origin Card (original passport or Pakistan Origin Card may be required to be checked by the customs at the time of clearance); (c) valid driving licence; (d) Bill of Lading (dated not later than 120 days from the date of arrival of applicant; and (e) declaration given to the Customs upon arrival.
The ministry has also withdrawn this difficult documentation process and now the importers of cars and vehicles would be required to file single-page and simple Goods Declaration under section 79 of the Customs Act, 1969. This order shall take effect from the 1st day of July 2006.
