Combined opposition on Wednesday prepared a draft of the charge-sheet for moving a no-trust motion against Prime Minister Shaukat Aziz, seeking his removal for Pakistan Steel Mills' sell-off fiasco, his failure to take action against stock brokers and acts of terrorism in Karachi.
According to the draft, the opposition held Prime Minister Aziz responsible for the cement, sugar crises, wheat scams, for privatisation of valuable assets such as Habib Bank, KESC, fertiliser plants at throwaway price.
The resolution for vote of no-confidence would be moved under Article-95 (1) of the Constitution says, "this House is of the considered view that Prime Minister Shaukat Aziz has lost the confidence of the majority of the members of the national Assembly for these reasons:
That the prime minister is responsible for the gross violations of Constitutional mandate and privatisation law and rule framed there under in the privatisation of Pakistan Steel Mills as enunciated by the honourable Supreme Court of Pakistan in its detailed judgement in support of the short order dated June 23.
That the Prime Minister is responsible for 'unholy haste' in obtaining a fresh decision for privatisation of the mills from the Council of Common Interest without holding any debate in the National Assembly and without supplying proper material to the council members, enabling them to formulate and regulate policies in relation to matters in Part-II of the Federal Legislative List and to exercise supervision and control over related institution.
That the Prime Minister is responsible for not convening the council meeting on the issue of construction of dams and other inter provincial issues thus violated the mandate of the Constitution under articles 153 and 154 of the Constitution.
That the Prime Minister had failed to take action against the stock brokers of Karachi and Lahore stock exchanges who are responsible for crash of the Stock Market in 2005 and this year, and who caused loss of Rs 1,500 billion to the investors, belonging to the middle class.
That the Prime Minister is responsible for not taking any steps to curb the terrorism in the city of Karachi in which many political workers, social workers and police officers have been murdered, particularly where leaders of PPP/ARD, MMA and Suni Tehrik have been subjected to target killing.
That the Prime Minister is responsible for promoting and encouraging corruption in visions ministries of the government and he failed to take suitable steps to punish or expose those people who were responsible for cement, sugar, wheat scams and sale purchase of railway land and locomotives.
That the Prime Minister is responsible for privatisation of valuable assets of this country such as Habib Bank, KESC, fertiliser plants and other valuable assets at a throwaway price.
That the Prime Minister is responsible for confrontation between the Federation and the provinces in general and for law and order situation in Sindh and Balochistan where many valuable lives of the citizens are being lost in bomb blasts and insurgency and he has failed to resolve the disputes between the provinces and the Federation with regard to provincial autonomy and distributions of the finance under the NFC award.
Therefore, for these reasons this House is of the view that the Prime Minister should be removed from his office and a new premier be elected in accordance with the procedure laid down in the Constitution.
