National Commission for Government Reforms Chairman Dr Ishrat Husain has urged the need to evolve such policies which could not only help in eliminating political interference, discretionary powers and individual desires, but also encourage the government servants to benefit from their capabilities in national interest.
He said this while chairing a meeting of the commission here on Saturday. Secretary Cabinet Division, Ejaz Rahim, Secretary Establishment Division, Syed Tariq Ali Bokhari, Additional Chief Secretary, NWFP, Ghulam Dastgir and representatives of all the four provincial governments also attended the meeting.
Dr Ishrat Hussain said that in matters pertaining to training and human resource development, it must be kept in view that the gap of capable persons was filled, which frequently brings the official machinery to stand still. He while terming the planning done by the establishment division as encouraging said that every planning should also carry the future requirements as well so that there were no hurdles in their practical implementation.
Referring to the promotion of high officers, he said that the selection board must give an opportunity to every person to explain his position with regard to the accusation levelled against him.
The Secretary Cabinet Division, Ejaz Rahim gave a proposal that every training and capability building process should be maintained and evaluated and training cover from the government institutions be produced so as to make available the resource cadre for the training of the staff every time.
He also pinpointed that the management services wing should be focused to carry out a review of the social sector.
Briefing on the occasion, the Federal Secretary for Establishment, Syed Tariq Ali Bukhari informed that the curriculum in all the government training institutions was being upgraded under the new reforms policy and all the institutions along with the Federal Public Service Commission were being upgraded on such lines to hold in written examinations and interviews on line.
He told that the delivery of in-service training was being linked with the facilities with a view to provide better services to the masses timely. The members of the commission appreciated the steps and proposed certain proposals to activate the government machinery and make it in consonance with the present day requirements.
The meeting was also given a briefing regarding the progress on e-government as well as planning for the future by the Federal Ministry for Information Technology.
