The National Assembly Standing Committee on Interior on Tuesday expressed concern over the deteriorating law and order situation and asked the interior ministry to inform it about the latest measures taken to curb crimes across the country.
The committee met in the Parliament House here with Sardar Talib Hussain Nakai in the chair to discuss a variety of agenda items related to the home affairs. The members seemed to be perplexed over the alarming rate of crimes saying that even president, prime minister are not secure.
The committee also discussed the recent terrorist acts of mounting rockets around the important national institutions. It also asked the Interior Ministry to ensure presence of police chiefs and home secretaries of all the provinces in the next meeting to inform the committee as to what measures were being taken to curb the alarming crime.
Nakai, the chairman of the committee was shocked to know that no body feels safe and secure in the wake of broad daylight murders, robberies and terrorist acts whereas the law enforcement agencies miserably had failed to evolve an effective mechanism to control the crimes.
Mian Aslam, MNA said that cases of abduction for ransom were increasing in Islamabad and recently a person was released by the kidnapers after payment of Rs 30,000 and police did nothing in this regard. The law and order situation was not satisfactory even in Islamabad, how one could expect the rule of law, he remarked.
Fareed Ahmed Paracha, MNA said two persons, one each from police and excise departments in Lahore were kidnapped in March this year but the police had done nothing for their recovery so far.
Earlier, Shoaib Ahmed Suddel, Director General, National Police Bureau informed the committee about the recovery of rocket launchers from the federal capital saying that terrorist attempts were aimed at blowing up some important national institutions.
He said that six persons were in the police custody, who were being questioned to unearth the real culprits. He assured the committee that the ministry would present a detailed report on each of the terrorist plan separately. The committee also approved the Stamp (Amendment) Bill 2006, which was referred to it by the National Assembly for consideration.
Under section 27-A, of Stamp Act (Punjab Amendment) 1899, collector concerned can determine value of urban properties for the purpose of payment of stamp duty through a valuation table.
In the Stamp (amendment) Bill 2006, the Islamabad Capital Territory Administration has proposed to amend Stamp Act, by inserting Section 27(A) to bring the ICT at par with the Province of Punjab as per draft Stamp (Amendment) Bill 2005.
The Stamp Act, 1899 was promulgated by the British government of India for the purpose of revenue collection and subsequently it was made applicable to the whole of Pakistan.
After dissolution of West Pakistan under Presidential Order, the Act became applicable to Islamabad Capital Territory as well. The government of the Punjab has amended Stamp Act, 1899 by adding Section 27 (A) through Punjab Finance Act, 1986 as amended further by Punjab Finance Act, 1994.
Besides, the committee also constituted a four-member committee headed by Syed Nayyar Bokhari to expedite the petition cases pending in different police stations.
