The provincial ombudsman has permanently debarred the superintendent and deputy superintendent exams of the Board of Technical Education from all assignments due to their negligent and inefficient conduct and also asked them to tender written apology to a candidate for causing her mental torture due to registration of a false unfair means case against her.
According to the details, complainant Madiha Tanveer, who took the Diploma in Commerce examination in 2005, brought to the notice of the Ombudsman Secretariat, a number of instances of unlawful action taken by the officials of the Board. Enumerating these instances, the complainant pointed out that as soon as she reached home, after appearing in English paper on November 17, 2005, officials of the examination centre concerned came to her house and alleged that after attempting the paper, she had not handed it over to the examination staff.
She strongly rebutted the allegation and stated that she, along with four other candidates, had given back the paper to the invigilators on duty. She was, however, taken to the college where examination centre was established, blamed again for not handing over the paper, and when she remained firm, a threat of registration of an FIR against her was given. The complainant brought this matter to the notice of the Chairman of the Technical Board, but of no avail. Her result was declared as "R.L. Unfair Means Case".
Taking serious notice of the maladministration, Ombudsman directed the Technical Board to extend a written apology to the complainant for causing mental torture to her and issue her a fresh letter specifically informing her that she has been honourably absolved from all unfair means charges. The Ombudsman also directed the Board to consider debarring the Centre superintendent and deputy superintendent from performing any Board's examination duties in future. The Mohtasihb directed the Technical Board to issue a standard operating procedure (SOP), too, containing instructions for proper and smooth conduct of examinations in the future.
