Veteran politician and chief of the Pakhtoonkhawa Milli Awami Party (PMAP), Mahmood Khan Achakzai on Monday alleged that the secret agencies distributed Rs 5 million and Rs 3.5 million for each seat of National and Provincial Assembly to get their favourite candidates elected in the general elections 2002.
Participating in the budget debate in the National Assembly, Achakzai did not touch even a single point of the budget during his longest speech but thoroughly discussed the internal situation of the country blaming the secret agencies for all the mess.
"I am ready to prove all what I have said even before any court that the spy agencies had widely manipulated the previous elections by spending huge amount from the national exchequer", he claimed.
"If the present government tried to repeat the same practice in the coming elections, its result will not be other than the Z. A. Bhutto's case in 1977 or dismemberment of 1971", Achakzai observed.
The ultimate solution, he suggested was to hold free, fair and transparent elections that can ensure equal rights to all -Pakhtoons, Punjabis, Seraikis, Sindhis and Balochs giving them the right to rule.
He warned the government of serious consequences if the secret agencies interfered in the national affairs again. "By God! Save this country from any disaster", he implored.
"I pray that it would prove wrong that presently Pakistan is at a critical juncture of its survival and even a small mistake from us will destroy it", Achakzai added.
Presently, he said, Pakistan is facing three serious allegations-first, supplying nuclear enrichment to different nations, secondly, harbouring terrorists and lastly, interfering in the internal affairs of other country.
"If we (politicians) are not united to evolve a common strategy to rebut all these allegations, we will face irreparable loss", he hinted.
"I do not have any animosity with any nation, but I strongly feel that the civil and the military bureaucracy of the Punjab never allowed democracy on its track", he claimed.
The Baloch leader said that the President has been taking all decisions of national importance in the National Security Council by consulting four army chiefs.
He held the intelligence agencies responsible for training people in the tribal areas by providing them heavy ammunitions, which he said is a big threat to our sovereignty.
"How do you expect peace as you have given refuge to all the world terrorists in the seven tribal agencies. You can deceive us, but can't deceive the United States", Achakzai observed.
He said that even Chinese absconders have been illegally kept in these tribal areas. He claimed that the person for whom the coalition forces attacked Bajour last year was present there and he was harboured by the spy agencies.
He demanded of the government to take out army and foreign terrorists from the tribal areas to ensure peace and stability in the region.
He also condemned the May 12, carnage in Karachi saying that why the President and the Prime Minister did not remove the provincial government for deliberately mishandling the situation and not conducting any investigation so far.
He said that if independent investigations were not made and real culprits were not punished, a civil militia would definitely emerge in Karachi like the one in Lebanon.
Achakzai also said the 1940 Lahore Resolution gave the right of rule to each federating unit. He also favoured to make amendments in the Constitution by forming a committee under a retired judge to develop a consensus on all the important national issues.
Imran Khan, Chairman Tehrik-e-Insaf said that the government received Rs 10 billion from the United State only for chasing its people and handing them over to it.
He further said that new GHQ is being constructed on 250-acre of land and there is no check and balance in the army budget, demanding to present all the figures related to army in the parliament for debate.
Challenging the credibility of all the budgetary figures, he said that an independent bureau of statistics be established to avoid provision of fudged figures to the nation. MNAs Maulana Shujauddin, Robina Shaheen, Asia Azeem, Amir Ali Shah and other also participated in the budget debate.
