Gulistan-e-Jauhar is being neglected in development of civic amenities of life on account of unfortunate duality in its administrative control; ie partly by the Cantonment Board Faisal (CBF) and partly by the City District Government of Karachi (CDGK), root cause of shifting responsibilities between the two, eventually affecting its residents.
Administratively, out of a total 20 blocks, nearly 75% is controlled by CBF and the remaining 25% portion still under development by another Cantonment Board Malir (CBM). While the two Cantonment Boards in their respective jurisdictions charge house and conservancy taxes, the CDGK realises, water, sewerage and fire taxes from residents in Jauhar. However, the regular services, are below minimum requirements' causing inconveniences to citizens.
Several restaurants and shops have occupied large spaces on service roads, as a result the streets are congested. These encroachments are managed by some anti-social elements against payment of fixed amounts under the patronage of certain dishonest officials.
The weekly bazaars, neither follow the prescribed rate lists nor officials are available to check prices. The trenches dug up a year before still exist. Jauhar Chourangee, being the central point of entire Gulistan-e-Jauhar and gateway of direct road links to various destinations in the city, urgently requires reduction in its space with fixation of traffic signals and posting of traffic cops to control traffic.
-- There is not one single park in whole of Gulistan-e-Jauhar.
-- Water Supply and Sewerage
-- Water supply is being done on alternate days instead of daily.
-- Garbage and Debris Removal
-- There are no garbage containers anywhere in the entire Gulistan-e-Jouhar and residents have no option but to throw their garbage on streets.
Governor of Sindh, Director General Military Lands and Cantonments and all other concerned authorities are requested to ensure the provision of basic civic amenities of life in Gulistan-e-Jouhar.
