The National Commission for Government Reforms (NCGR) in its 10th meeting held on Saturday at the Civil Secretariat here finalised recommendations, on police, health, education sectors' reforms.
The recommendations of the Commission would be submitted to President Pervez Musharraf, Prime Minister Shaukat Aziz and chief ministers of all four provinces of Pakistan for implementation. The meeting presided over by NCGR Chairman Dr Ishrat Hussain.
Among others, NWFP Chief Secretary Sahibzada Riaz Noor, Additional Chief Secretary Ghulam Dastagir Akhtar, Establishment Secretary Mian Sahib Jan, Special Secretary Regulations Mohammad Humayun Jadoon, Ejaz Rahim, member, Social Sector P&D Division, Saeed Ahmad Khan, additional federal secretary Cabinet, Mohammad Ayub Khan Tareen, additional federal finance secretary, Syed Tariq Ali Bokhari, secretary, Establishment; Ms Nargis Sethi, director-general/secretary, NGCR; Syed Najam Saeed, general manager, CSRU; Mrs Farah Hamid Khan, director (reforms), NCGR; Asad Jehangir Khan, Shams Kassim Lakha, Farooq Rehmatullah, Naveed Sheikh, Mian Mohammad Mushtaq Ahmad, Khawaja Farhan Aziz, Dr Ahmad Bilal, Azhar Hassan, Naveed Kamran attended the meeting.
It may be mentioned here that the government had formed a National Commission a year back to reform the anomalies that caused difficulties to the common man in police, health and education sectors. Former SBP governor Dr Ishrat Hussain was appointed chairman of the Commission and the above-mentioned were made its members. The Commission held deliberations with all the stakeholders in all provinces of the country.
In its 10th meeting concluded here on Saturday, the Commission finalised recommendations about the problems faced by the common man in the three important sectors - police, health, and education.
Addressing the meeting, Dr Ishrat Hussain said the formation of the Commission aimed at redress of the under-paid and overworked civil servants in order to make them willing for the service of the common man.
He said that recommendations of the Commission would not make any impact if salaries of the civil servants were not reasonably increased. He commented that doubling salaries of the servants would not make any burden on the budget, adding these matters needed to be taken seriously.
He said that pilot projects were usually launched in developed districts, which was not fair. He stressed the need for taking care of the poor and backward areas. Speaking on this occasion, NWFP Chief Secretary Sahibzada Riaz Noor said that granting extension after retirement should also have a system as it negated the principles of justice and equity.
