A sub-committee of the Public Accounts Committee (PAC) of the National Assembly on Tuesday expressed displeasure over the failure of the authorities to implement Departmental Accounts Committee (DAC) directions.
The PAC sub-committee, which met here under the convenorship of Riaz Fatyana, MNA was examining the Federal government accounts/audit reports and special audit reports related to Ministry of Water and Power for the year 1992-93 here at Parliament House.
While examining an audit paragraph about unjustified rejection of the lowest bid which resulted in loss of Rs 261.522 million the PAC body directed the Secretary Ministry of Water and Power to take disciplinary action against General Manager South Brigadier Iqbal (retd) under E&D rules for negligence.
Riaz Fatyana said that the concerned officer was responsible for failure to implement the DAC directions and he did not bother to intimate the PAC in this regard. On a para about unjustified expenditure of Rs 17,900 million, the PAC body asked Secretary to hold DAC meeting within three days and then send its report to the PAC.
In the DAC meeting held on February 2,2006 it was directed that Member (Water) would conduct an inquiry and put up his report to the convenor of the DAC within one month but no such report was prepared. While examining a para on Rs 57.05 million loss due to purchase of defective transformers, the committee said it was against waiver of pre-shipment inspection (PSI) in purchase of equipment from abroad.
The PAC sub-committee was earlier informed that the competent authority had waived the PSI of the transformers purchased from Romania. Besides Kanwar Khalid Younis, MNA the meeting was also attended by senior officials of Ministry of Water and Power, Ministry of Finance and Audit Department.
