The Central Development Working Party (CDWP) in its meeting on Saturday will take up 36 developmental projects worth Rs 102.124 billion, including a foreign exchange component (FEC) of Rs 18.753 billion. The CDWP meeting was postponed twice last month due to the political situation.
It was first to be held on February 16 but was postponed and rescheduled for February 26, but was again postponed due to new political developments after the election.
Planning Commission Deputy Chairman Dr Akram Sheikh will preside over the meeting, which will take up the projects dealing with flood protection, energy, health, governance, physical planning and housing (PP&H), devolution and area development, transport and communication and higher education commission (HEC).
The flood protection projects, worth Rs 1.997 billion, encompass eight sub-projects. Around 10 projects in energy sector, costing Rs 24.245 billion with FEC Rs 5.043 billion, will be taken up by the CDWP.
These projects are; 132 KV substation downtown, Gwadar, Qesco, 132 KV substation Sanghar Housing Scheme Gwadar, Qesco, 132 KV substation industrial estate Gwadar, Qesco, Inter-connection of 9 IPPs with national grid Phase-I, Electricity distribution and transmission improvement project Mepco, power distribution enhancement project (PDEF), electrification of villages under President's Kohlu Development Package, and development of national integrated energy modelling system for Pakistan, sustainable development programme for energy efficiency, conservation and renewable (EECR).
The CDWP will also consider Ministry of Petroleum and Natural Resources project to develop and operate test-pit in Thar coalfield at a cost of Rs 1.24 billion to acquire capability of mining 178 billion tons coal reserves and use it for power generation. The project also aims at carrying out hydrological study to understand the challenges posed by it.
The health sector has only one project, namely Provision of Sterotatic Radio Surgery Facility, Jinnah Postgraduate Medical Centre, Karachi. worth Rs 517.500 million. There are two development schemes in governance namely 'Restructuring of PIDE as a Centre of Excellence worth Rs 228.122 million with FEC Rs 61.048 million' and Establishment Of National Institute for Disaster Management (NIDM), Islamabad Phase-1.
The PP&H sector has nine projects worth Rs 25.266 billion including FEC Rs 3.629 billion. These projects include upgradation /renovation of P.A/SIS/AVC system installed in Senate Hall, Parliament House, Islamabad, construction of HQ building for Directorate General Civil Defence at Islamabad (revised), establishment of national forensic science agency in Pakistan, construction of anti-narcotics force police station with residence at Dalbandin district Chagi, Bagh City Development Project (BCDP), Rawalakot City Development Project, extension/development of urban drainage scheme, Jacobabad, Karachi mega city sustainable development programme and the last one Extension of water resources and development of sanitation infrastructure for Faisalabad City.
According to the agenda of the meeting, projects worth Rs 35.180 billion with FEC Rs 4.320 billion are for devolution and area development sectors. These projects are Japan-assisted rural roads construction project-II Sindh; Balochistan local service delivery and governance operation.
In Transport and Communication sector, five developmental projects worth Rs 11.195 billion with FEC Rs 5.376 billion will be considered. These projects are Rehabilitation and widening of Earthquake Affected Alipur - Bisham Section of national highway (N-90) district Shangla NWFP, Conversion of Mirpur Khas to Khokhropar Metre Gauge Section into Broad Gauge and extension up to Indian border (Length 135 km), revised, replacement of plant machinery for improvement of bridge workshop at Jhelum, rehabilitation of assets damaged during riots of 27th and 28th December 2007, and 'TA loan for Lahore rapid mass transit system (LRMTS) project.
The Higher Education Commission (HEC) has six projects worth Rs 2.323 billion with FEC Rs 165.216 million. These projects are Infrastructure and capacity enhancement at BUITMS, Jinnah Town campus, Quetta (revised), establishment of Karakorum International University Gilgit, Northern Areas Phase-1 (revised), short term foreign facility hiring programme, immediate restoration of rain affected old campus of Liaqat university of medical and health sciences, Jamshoro, Sindh, establishment of medical research center at Dow University of Health Science Karachi and improvement and development of Gomal University Dera Ismail Khan.
Water and Power Division will present concept clearance of its scheme 'power distribution enhancement' costing Rs 20.4 billion. The position paper on 'expansion programme for hiring of eminent educationists and researchers having PhD degree worth Rs 185 million will also be presented by HEC.
