The legislators from Fata are not in support of complete abolition of Frontier Crimes Regulation (FCR) but instead demand amendments and removal of draconian articles for the welfare of tribals. Member National Assembly from Bajaur Agency (NA-47), Shaukat Ullah told APP that he would suggest amendments in the FCR as it is a good law and has its merits.
He said that those clauses, which are creating hardships for tribesmen, should be removed instead of replacing FCR with any other system. He, however, favoured introducing a functioning judicial system after removing objectionable laws from the FCR.
"We want implementation of Shariah and if the government has decided to replace FCR as any other system will not be acceptable to the people of Fata," he said. Parliamentarian Jawad Hussain from Orakzai Agency (NA-39) expressing his views said that it will be better to remove those sections of FCR which are not acceptable to the tribesmen.
He said that courts and police system is not workable and cannot run successfully in providing justice to people in Fata. Jawad Hussain said that Fata MNAs have already expressed their reservations and put forward suggestions at a meeting constituted by the Prime Minster Yousuf Raza Gilani. The committee comprises federal ministers Naveed Qamar, Rehman Mailk and Shah Mehmood Qureshi.
He said that consultation process is in progress and final decision will be taken after accommodating their suggestions. Malik Bilal Rehman, MNA from Muhmmand Agency (NA-36) said that people of the area only want replacement of FCR with Shariah. "Jirga system provides cheap and speedy justice to people as compared to courts system," he said. He said there should be amendments in FCR instead of complete abolition as this will lead to another crisis in Fata.
