In Pakistan the word democracy is widely used by political parties, minus the spirit of democracy. Democracy means, government of the people, by the people and for the people. The interests of the people are supposed to be taken care of by the elected representatives in accordance with the promises made to the electorates.
The first phase of democracy is to win the election. The second phase is to form the government. The third phase is to prepare plans for implementing the promises made to the electorates.
The elected representatives of the people are not supposed to be professionals and good administrators. Therefore, to run the administration and put plans into implementation, the good administrators and professional people are required, to achieve the success of the projects.
In other words, we must have good administrators and professionals who should at all times be accountable for preparing and launching plans and our elected representatives should only ensure that their promises to the electorates are properly and fairly translated into reality.
Administrators and professionals should be hired only through public service commission who should hold periodically written as well as oral examinations for creating cadre of civil servants on the basis of ICS officers during British rule in India. Different cadre of civil servants should be created for administration, foreign service and police administration.
These civil servants should be provided complete protection of service through the Constitution of Pakistan and their conduct can only be challenged in the National Assembly by moving a bill against their conduct and they can only be removed from service through majority votes against them in the National Assembly.
In short these civil servants cannot be removed from service or any punitive action taken against them unless the bill is moved in the National Assembly against their conduct and by majority of votes their conduct is determined by the elected members of the National Assembly.
If the said cadre of civil servants who are either administrators or professionals, are allowed freedom to work without interference from the politicians, much can be achieved with a continuity of policy direction. Our country badly needs continuity in policies for achieving desired the results which can be appreciated by investors at large.
Now, therefore, it is imperative for the people of Pakistan, to deliberate on these views and to ensure that government of the people, by the people and for the people is actually dispensing their job for which they have been elected! At present our elected representatives have a different attitude to run the government.
We find then generally settling their score with their rivals and they lack the confidence to fulfil their promises to their electorates by making more promises and assurances. For achievement of objectives, it is absolutely necessary to have a very clear vision and working plan. This can only be served through the consistent follow up in our policies which is the realm of administrators and professionals.
In short the fruits of democracy can only be harnessed by subjecting ourselves to a discipline as generally followed by progressive and developed countries of the world."
