The district Nazims of the North West Frontier Province (NWFP) in a meeting held at Kund Rest House, district Nowshera, have decided to join hands on launching a vigorous movement for the protection of the district government system not only in NWFP, but throughout the country.
The district Nazims vowed to resist unconstitutional, immoral and illegal steps of the government for the abolition of the district government system in this regard. They said that they would welcome the constitutional move of the provincial and federal governments for the abolition of the system. However, they warned of offering resistance against any unconstitutional measure.
The meeting also decided that beside the interference of the provincial government in the administrative, financial and political powers, or any move of curtailment in their powers, imposition of the section 144, posting & transfers would be challenge in Peshawar High Court (PHC) through filing a writ petition.
Briefing the newsmen after the meeting, District Nazim, Nowshera, Daud Khattak while flanked by a dozen of Nazims from other districts of the province announced launching a formal movement to save the district government and existing local government system in the country.
Those who were present on the occasion included Himayatullah Khan Mayar (Mardan), Haji Ghulam Ali (Peshawar), Ibadullah Khan (Shangla), Yusuf Ayub (Haripur), Haider Zaman Baba (Abbottabad), Sardar Muhammad Yusuf (Mansehra), Saif-ur-Rehman (Kohistan), Haji Abdul Rauf (D.I. Khan), Rehmat Salam Khattak (Karak), Shehram Khan Tarakai (Swabi) and Seth Gahaur Ali (Kohat).
They said that the district government system has empowered the people and it was a positive step towards the resolution of the problems of the people. They said that the mandate of the provincial and national legislatures is the legislation and not interference in the construction of roads, drains and government departments.
For the protection of the district government system, the meeting decided to hold a local bodies conference at provincial level on August 10. The scheduled conference would be attended by all union council, Tehsil town, district Nazims and councillors from the province. The second convention to be held in Islamabad would be participated by 106 district Nazims from all over the country.
They said that local government system has been given protection in the constitution of 1973 signed by late Zulfikar Ali Bhutto, Wali Khan, Maulana Mufti Mahmood and other political leaders of different political parties. "We salute President Pervez Musharraf for practical implementation of the Constitution of 1973 and has endeavoured for the strengthening of the system," said the district Nazims.
They said that Chief Minister NWFP Ameer Haider Khan Hoti in a meeting with district Nazims had also announced the smooth running of the system. But, now both federal and provincial ministers for local bodies, Haji Ghulam Ahmad Bilour and Bashir Ahmad Bilour are out to abolish the system and creating difficulties for the government.
