NWFP Minister for Law and Human Rights, Barrister Arshad Abdullah has disclosed that Provincial Government in collaboration with UNICEF besides seriously deliberating over drafting of a bill for the welfare and protection of the destitute and street children, whereby child care homes would be established was also considering appointment of a separate ombudsman for children.
This, he said while presiding over a meeting, convened to share views on the proposed bill to make it more effective and resulted oriented, at Peshawar on Friday. Secretary Law, Director Child Legal Center, UNICEF Professor Karolyn Hemilton, Child adolescent protection specialist Rifat Sardar and Hussain Ali Sena attended the meeting.
The minister said that welfare homes would be established in collaboration with UNICEF at district level to provide protection, education, and training facilities to the homeless children. Option for permanent adoption of the homeless children by willing persons was also under consideration as this was a gigantic task and collective, co-ordinated efforts and active support of philanthropists, well-to-do and God fearing people was inevitable to achieve the desired results.
The proposed bill provides for the care, protection, maintenance, welfare, training, education, rehabilitation and rescue of children in need of protection. Apart from establishment of child care homes, adoption of abandoned babies would also be made part of the proposed bill to broaden its scope. Likewise effective legislation through the above mentioned bill is also on the anvil to protect child from every kind of abuse, violence both at home and working places.
