Minister of State for Finance Hina Rabbani Khar on Saturday said the government would bring about financial reforms in public sector entities to improve their management and service delivery. The minister in her budget speech said the government in the next financial year would take measures towards governance reforms in Pakistan Railway, Pakistan Steel Mills, Pakistan International Airline and power distribution companies through financial reforms.
She said that National Saving Organisation and the Federal Bureau of Statistics would move towards becoming corporate entities with the objective for efficiency and service delivery. Moreover, she said that significant reforms in education sector include strengthening the planning and implementation capacity of the government, improving utilisation of resources by educational institutions; enhancing governance for greater accountability of education service providers to the community.
She said that major programmes of the Ministry of Education include establishment and operation of basic education and community schools in the country; (Rs 2 billion) and education for all through providing missing facilities to primary schools.
The development funding to Higher Education Commission (HEC) is being enhanced by 60 percent to Rs 22.5 billion in 2009/10; current budget provision is being enhanced by 26 percent to Rs 21.5 billion. National Vocational & Technical Education Commission is targeting one million trainees every year in a phased programme. An allocation of Rs 2.2 billion has been provided in 2009-10.
