ADB financing: Sindh government departments fail to furnish ADP proposals for next year

Whereas the Asian Development Bank (ADB) has set a condition regarding approval of new schemes for financing, the Sindh government departments failed to furnish proposals for the Annual Development Programme (ADP) 2010-11, it is learnt.
Sources told Business Recorder on Thursday that all the administrative departments of the Sindh government were asked to furnish new unapproved PC-Is for the upcoming financial year ie 2010-11 by January 9, 2010 so that their proper financing from the Bank could be ensured without any hindrance. But the departments failed to furnish the proposed schemes to be included in the ADP.
Following which, another communication was recently sent to all the provincial administrative departments reminding them to do the needful by January 31, 2010, otherwise, it would be presumed that they (departments) did not have any schemes to be included in the upcoming ADP, they said.
According to the agreement with the ADB, all the proposed new schemes would have to be approved before the approval of the final ADP during next budget of the provincial government. In pursuance of the policy, at least 40 percent of the proposed schemes have to be cleared by April 30, 2010 and the rest of the 60 percent schemes to be approved by September 30, 2010, the sources added.
They said that most of the administrative departments had failed to pursue the deadline due to apathy of the authorities concerned, adding that on January 27, 2010, the Sindh government again directed the department to strictly follow the instructions and furnish their PC-Is of the new schemes by end of the current month so that the schemes could be approved before and next budget and accommodated in the ADP. This policy would also be followed in the coming years ie approval of 40 percent of schemes by April 30 of the every year for the speedy development works to be carried out in different sectors in various districts of the province.
