Before 1997 there was no concept of Road Safety in the public in Pakistan but as soon as the department of Motorway Police was established, this concept also took position on ground. Where there is said that the Motorway Police is the pioneer to change the policing culture in Pakistan.
It would be rightly say that the credit also goes to Motorway Police to create sense of awareness of Road Safety among masses in Pakistan. Any road user when he intends to join motorway, immediately wear the seat belt with the fear that the motorway police may ask for it or to challan but as soon as he left the motorway, he get rid off from the seatbelt, immediately.
Although there is lot of distance, which he would travel but he thinks that wearing the seat belt is only mandatory on motorway. This is the fault of education or those institutions, which issue driving licenses because he was not informed by anybody that what are the merits or demerits of seatbelt eg The seat belt saves from injuries in case of any incident/accident.
Unfortunately, in Pakistan Road Safety is the only subject which travels with everyone from birth to graveyard but nobody has the knowledge that how to cross road or what is the discipline of road. The road using is a mechanism and everybody is required to get knowledge about it.
Every year thousands of people died on road due to accidents and millions are injured and billions of financial loss is beared every year. There is another loss, which is uncountable and that is the death of a family member. Nobody knows how the family of the deceased would run their affairs without him, especially when the deceased is the only earning person.
There are lots of stories of accidents, which we read daily in the newspapers and Pakistan has the highest rating in road crashes in the world and even in Asia. This is very unfortunate situation, but now government has paid attention towards this subject because in Pakistan more than 15,000 people are died and more 35,000 people injured on roads.
As per WHO report of 2005, road accidents being a cause of death is at No 8 but if our attitudes remains same and we made no efforts to improve the road safety sense, then in 2020 the road death would be the 3rd major cause. There is a dire need to change the behaviours/attitudes of the people towards road safety.
The National Highways & Motorway Police is making utmost efforts to educate the people on traffic/road discipline. NH&MP has adopted different methods for giving education or creation of awareness of road/traffic discipline among masses.
Whenever a road user joins motorway or enters on the National Highway, a Briefing Officer of the Motorway Police not only welcome the motorists but he also advised to wear seat belt or be careful from over speeding or the weather in certain area would not be well, therefore, be careful while driving etc-etc.
Secondly whenever any motorist is challaned, the officer of motorway police also advised him not to over speed (if he over speeds) along with challan chit that this over speeding might be harmful for him and his family etc. The motorway police also educate masses through advertisements on every subject of Road Safety in the newspapers and through t v channels etc.
Motorway Police has also established Mobile Education Units around the country and they daily visit schools, colleges, universities, private and public institutions, factories, Bus/truck/van addas and also visit road side abadies to impart their lectures on road safety to them, shows films on road safety so that sense on road safety could be developed. I think all these efforts of motorway police would be useless, unless until the people don't cooperate to change their behaviours/attitudes.
The developed countries have paid much attention towards Road Safety but unfortunately this is always neglected in developing counties. It was the First United Nations Global Road Safety Week which was called for in the October 2005 under the United Nations General Assembly resolution A/60/5 on Improving global road safety.
The resolution invites the United Nations Regional Commissions and the World Health Organisation (WHO) to jointly organise the Week. The Week is modelled after previous road safety weeks orchestrated by the United Nations Economic Commission for Europe and after World Health Day 2004.
In 2004, it was also the first time, when WHO considered the issue of road crashes as health matter, therefore, in 2004, the world health day was first time celebrated Worldwide as Road Safety Day. The UN also decided to celebrate this Road Safety Week from 23-29th April, 2007.
