The Ministry of Labour & Manpower is entrusted with the labour welfare activities, social security schemes, labour administration, inspection and protection, liaison with international organisations in the fields of labour and social security, manpower development and employment promotion, planning and research and manpower training, education of workers and expert of manpower to other countries etc.
Achievements of the Ministry of Labour and Manpower during the last two years of the democratic government are summarised below:
-- Repealed Chief Executive Order No VI to restore unions in PIA.
-- Repealed Industrial Relations Ordinance 2002.
-- Promulgated Industrial Relations Act 2008.
-- Restored union activities in the country.
-- Allowed full wages to the workers during their suspension period.
-- Increased minimum wages from Rs 4600/- to Rs 6000/- per month.
-- Established Complaint Cell to address the workers complaints.
-- Established Social Security Scheme to the workers getting wage upto Rs 10,000/-
-- Given 12% shares of State owned Enterprises to workers under Benazir Employees Stock Option Scheme.
Launched President Programme for the care for Highly Qualified Overseas Pakistanis (PPQP). So far 5769 Highly Qualified Overseas Pakistanis have been registered under this programme.
-- Increased pension from Rs 15000/- pm to Rs 2000/- pm,
-- Coverage of EOBI extended to establishments employing 5 or more workers,
-- Brought banks banking companies and carpet industry under ambit of EOBI Scheme,
-- Reduced employer's contribution from 7% to 5% of minimum wages to facilitate employers in reducing cost of production.
-- Death grant increased from Rs 200,000/- to Rs 300,000/-;
-- Marriage grant enhanced from Rs 50,000/- to Rs 70,000/-;
-- Increased share from the profit of companies from Rs 18,400 to Rs 24,000.
-- The contracted workers made eligible for share in the companies profit,
Enhanced scholarships for the children of workers from Rs 2900/- to 3500/-
All the expenditure of children of workers seeking admission abroad for professional studies also borne by the Workers Welfare Fund.
-- Introduced Matric-Tech Scheme for workers children;
-- Allotment of houses / flats on ownership basis instead of rent basis;
-- The benefit / facility available under workers welfare fund as been extended to the workers of commercial and services sector.
Haripur, Bannu & Hub for monitoring and evaluation of the development projects of the Provincial Workers' Welfare Boards and for speedy and transparent disbursement of welfare measures.
Other Welfare Measures:
-- Rs 31 Million have been spent for disbursement of Sewing Machines among industrial workers.
An amount of Rs 1358.640 Million has been disbursed among 25,607 workers as Marriage grants @ Rs 70,000/-per daughter per Worker.
-- Rs 608.318 million have been disbursed as Death Grant @ Rs 300,000/- among the widows/heirs of 2,433 deceased workers.
-- Rs 717.985 million have been disbursed among 27,439 children of workers under the Post Matric Scholarships Scheme @ Rs 1600, Rs 2500 and Rs 3500.
-- Rs 164.650 Million were disbursed among 3239 workers affected by earthquake Rs 50,000/-perworker.
-- Award of Talent Scholarship for Higher Education up to M.S/M. Phil & Ph.D.
-- Foreign Scholarship for the workers and their children:- The criteria is being evolved.
-- An amount of Rs 1702 Million have been incurred on free education of 72,258 students studying in WW Board Model Schools.
Future Plan:
Integrated Housing Projects - 81,640 flats, 31 schools & 23 hospitals
941 acres land have been procured for 37,650 flats, 22 schools and 12 hospitals. Whereas 982 acres land to be procured for 43,862 flats, 9 schools and 11 hospitals.
-- Up-gradation of 35 Secondary Schools to intermediate level
200 bedded Surgical Hospital (Sukkur), 500 bedded Teaching Hospital/Medical & Dental College, Karachi, 4 Burn & Trauma Centers one each at Lahore, Multan, Karachi & Quetta, 3 (20 bedded) Burn Centres at Kotri, Nawabshah & Larkana, 3 Paramedics and Nursing Schools one each at Karachi, Sukkur and Lahore, 3 Hospital one each Rahimyar Khan, Hassanabdal and Nankana Sahib.
