Punjab Assembly here on Tuesday passed a resolution terming October 12, 1999 as a Black Day in which democracy was derailed and beginning of black rule of authoritarianism in the country. The resolution termed it a worst event in history of the country. The resolution whose permission was sought by Law Minister Rana Sanaullah asked the federal government to bring back dictator Parvez Musharraf through Interpol and commence legal proceedings against him.
The resolution said dictator had committed serious crimes against constitution adding he is now giving serious statements out of country contrary to the security of the country, state and masses that caused irreparable loss to national interest, it pointed. Leader of the Opposition Chaudhry Zaheer-u-Din in presence of the Chief Minister Shahbaz Sharif, on the occasion, said that there were people sitting in the House at present who were elected in two elections held by Pervez Musharraf.
He said left-over of three Marshal Laws also remained sitting in the present assemblies. He said threats were being hurled at him even in the present political democratic scenario. Leader of the Opposition asked to mention three previous Martial Laws in the resolution on the occasion.
MPA Simil Kamran in her hard hitting speech stated that there were people who made deals with the authoritarians. She said even at present political parties were not bearing each other. She said there were many who had supported dictator and remained with him. She said both the parties in power were united in fact. The female legislator said those criticising should bring betterment in the society and prove that they were better the dictator.
Mohsin Laghari MPA on the occasion asked the Chair to run the assembly on the merit and said no body should be allowed to do point scoring in the House. PML-N Senior Leader Sardar Zulifqar Khosa castigated Musharraf for his steps in strong words said if dictator comes to Lahore he would not be arrested and sent to Jeddah adding that his party ordinary member would be pitted against him in elections teaching him the lesson of democracy.
Tanvir Ashraf Kaira said that his party PPP had given martyrdoms and sacrifices for democracy and would do the same if contingency occurs. In the Punjab Assembly there were strong slogan raising and shouts of pro democracy including slogan' Musharraf ka jo yar hai ghaddar hai, ghaddar hai'.
Earlier on the day queries pertaining to education were made in the House in which Minister Mujtaba Shuja-ur-Rehman said that they had introduced English in 3,000 schools in Punjab and said eventually this would be further introduced in 36 districts of the province. He said that 400 firms were registered for publishing material of Punjab Text Book Board adding that Rs one billion publications were done by the board and given to students in schools in the province.
The minister said firms for publication were registered under a due process and there was no corruption in choosing them. A legislator on the occasion talked of Pool system adaptation publishers on which Minster asked to apprise him of this. The minister said that under Punjab Education Sector Reforms Program Rs 5,786.8 million were spent in year 2007-08 adding Punjab government would give computer labs to 4268 schools in the province.
In the House, resolutions of Dr Muhammad Ashraf Chohan, Simil Kamran were kept in pending while resolution of MPA Muhammad Naveed Anjum for up gradation of dispensaries' in PP-145 to hospitals was passed. A Resolution of Monis Elahi regarding Quran University was passed with the comments of Law Minister that Quran Complex would be completed by June 30, 2011. A resolution on dialysis facility in Tehsil Headquarter Burewala was passed on the occasion. Certain other motions too were passed on the occasion. The House was adjourned for 10am (Wednesday) today later by the chair.
