Pakistan received $365 million from donor countries and financial institutions during July-October of the current financial year (2010-11). Sources said that Pakistan had revised its budgetary estimates for disbursement of foreign assistance downwards - from $4443.7 million to $4336.3 million due to lower disbursement on account of Tokyo pledges, project and earthquake aid.
They said that the Planning Commission had revised budget estimates for project aid from $768.8 million to $673.2 million, Tokyo pledges from $946.9 million to $936.5 million and earthquake aid from $110.2 million to $108.8 million during financial year 2010-11.
The government received disbursement of $11.2 million on account of programme loans/budgetary support, $133.8 under Tokyo pledges, $195.1 million under project mode, $23.3 million under earthquake aid and $1.6 million for Afghan RRA. The government has projected $1,015.8 million loan disbursement under programme loan/budgetary support during ongoing financial year.
The government had projected disbursement of $600 million under Kerry-Lugar from United States (US) but there was no disbursement under this account during the first four months of current financial year. The government had estimated receipt of $500 million by floating bonds but nothing has materialised under this head so far.
The government had projected disbursement of $2.3 billion during last financial year (2009-10) under Tokyo pledges, but hardly ''received one billion dollars'', according to sources. The IMF is strictly monitoring Pakistan''s performance indicators under its standby loan arrangement, and many FoDP countries are carefully evaluating these indicators prior to taking any disbursement decisions. "As there has been poor cash inflow of disbursement from FoDP, the obvious conclusion is that Pakistan has not yet come out of the woods as far as its economic performance is concerned," analysts argue.
